FINDING PREVIOUS ENVIRONMENTAL GLEARANCE ADEQUATE AND
APPROVTNG THE ISSUANCE OF A NEGA,TIVE DECLARATION PURSUANT TO THE
CALIFORNIA ENVIRONMENTAL QUA~LITY ACT FOR
AMENDMENTS TO THE GENERAL PLAN/ENVIRO'NMENTAL DESIGN PLAN
LAND USE AND CIRCULATION. ELEMENTS
WHEREAS, the Planning Commission has recommended that previous
environmental clearance 'is, adequate to address th'e ~ potentialimpacts of the
following General Plan~/Enyironmental Design' Plan' L'and Use: and Circulation
Element amendments listed in City Council Resolut'ions No. 9786, 9787, 9789,
and 9790 N. C. 5., and reference in the attached 5taff report dated June 6,
1983, (Exhibit A- Items ll, i2, 16, 22 to 2;4,~ 27, 35, 37, and 39); and,
WHEREAS, the Planning Commission ~has ,further recommended the
issuance of a Negative Declaration pursuant to, the California Environmental
Quality Act (CEQA) for the following General PTan/.Environmental Design Plan
Land Use and Circulat'ion Element amendmen.ts listed in the City Council
Resolutions No. 9785; 9786, ~9788, 9789, and 9790 N.C.S. and referenced in
the attached Exhibit A- Items 1, 8, 9, 10, 13 to 15, 17 to 20, 25 to 34, 36,
38, and 41 to 48.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby finds
that previously prepared environmental documentation is adequate for the
following General Plan/Environmental Uesign Plan Land Use and Circulation
Element amendments, as described hereinafter:

- pursuant to~ CEQA for Items 1, 8, 9, 10, 13 to 15., 17 to 20, 25 to 34, 36, 38,
~ and 41 to 48 is hereby approved, based on the following findings :
l. Detailed envir.onmental analysis will be coriducted in
conjunction with review of any specific development
. project implemented pursuant to the proposed amendments.
2. Remaining potential environmental i.mpacts associated
with the amendments are not significant.
BE IT FURTHER RES.OLVED that the fol~lowing additional findings are
hereby made for amendment Number 25:
1. Detailed environmental analysis of the po;tential impacts of
implementirig orie of these three eon~nections shall be
conducted prior to the selection of any one of the three
as the final alternative.
2. There will be no additional significant adver-se environznental
impacts associated specifically with the amendment.

1. Council consensus was reached to add and amend the following land use
designations : '
Low Density Residential - 1.0 dwelling unit/acre;
Suburban Medium Residential - 3.0 dwelling~ units/aere;
Urban Medium Residential - 15.0 dwelling units/acre;
Residential Commercial or ResidentiaT/Ind'ustrial Combining Area -
up to 7 dwelling units acre residential mixed with commercial,
and, or, industrial uses,•
' Development Constr-aint Area. - Developme.nt potential is limited to
one unit per acre due to topography; access, availability of
services or other constraints. Depending on the nature of
the constrainf(s), development ;ma,y not be able to occur
within the DCA area. The ~ Development Constraint Area
(DCA) designation recognizes ar-eas where such problems
appear to preclude development of portions of properties and
certain areas within the City's Sphere of Influence. (It was
the intent of the Council that there would not be transfer of
density rights in connection with this General Plan
designation. )
In addition, several existing land use density designations are being
increased as follows :

General Plan designation for AP #7-401~-12, 7-391-11, 7-391-12 from
Industrial to Planned Residential (7 dwelling units per acre) . For

and Circulation Element for, East Washington and Ellis Street from
Office Commercial to Neighborhood Comrnercial, as proposed.

5. Alma Court Area: (Resolution 9721 Environmental Clearance) and
Resolution No. 972.~'N.C.S, was adopted 4/4/83 amending the General
Plan/Environmental Design Plan, Land Use and Circulation Elements for
Alma Court as follows :
AP Nos. 7-022-12; 21, 25, 26, 27, 28, 34, 39, 41, 48, 57 and 59, from
Urban Low density (4.5 dwelling units per acre) to Urban High
Residential (20 dwelling units per acre)', and AP - 7-022-13 (the
remaining vacant lot on Alma Court) from Urban Low (4.5 dwelling units
per acre) to Urban (10 dwelling units per acre) .

6. Rainsville Road Area - Discussion and consensus reached (4/18/83) to
deny the Plarining Commission's recommendation to change the
designation from Industrial to Agriculture Open Space.
7. North of Willow Creek between Denman Road and Old Redwood Hwy. (39
acres, AP No. 047-211-12) - consensus (4/18/83) to uphold the
Commission's recommendation and retain the existing Industrial and
Service Commercial designations of the area.
8. Urban Separator - East Side - consensus (4/18/83) was to relocate the
Urban Separator to conform more closely to property lines and the
airport transition zone east of Ely Road from Casa Grande Road at
Adobe Creek crossing, northerly to Corona Road. The easterly edge of
the proposed scliool site will be the easterly boundary of the Urban
Separator at Corona Road. (See Item llb. for additional urban
separator policy applicable city-wide) .
Revise the High School designation at the corner of Corona Road and
Ely Blvd. North to reflect a±63 acre size and to add a adjacent Junior
High School as recommended by the Petaluma High School District;
To delete the Urban Separator designation along Corona Road from the
proposed change and to designate the por.tion of Corona Road (both
sides) between Ely Blvd. North and the Northwestern Pacific Ra.ilroad
tracks as a Study area.
9. Corona Road Area - Consensus was reached ( 4/,18 / 83 ) to redesignate an
area. Study on the south side of Corona Road between the N. W. Pacific
Railroad tracks and Maria Drive (extented) to a point just souther_.ly of
Corona Creek ( 51 acres ) .

10 . Establish Development ~ Constraint Areas :~ Consensus reached ( 5/ 2/ 83 ) to
designate the following areas DCA:
Area east of Ely .Blvd:.. '~North (between Corona Road and East
Washington Street) above designated water service line i.e. , 70
foot elevation;
Sonoma Highlands - steep, visually critical hillside area immediately
adjoining and' buffering the West Petaluma Regional Park and water
service limitations (160 foot elevation.) ;::
Westridge - I 5;treet Area - hillside area above the water service
boundary - elevation 1 0 feet;
Purrington - I Street Area - steep hillside area above water
service - elevation 1b0 feet. `
11. Sunn slo e Road/West Side Urban Se arato,r Relocation - Consensus
reached (5 2 83) to accept the Planning Gommission's recommendation
(without being specific as to width of the urbari separator) as follows:
a. Adjust the urban separator to and within the rear edge of the
property lines .along Sunnyslope Road and within the west side of
the Lavio property. Add a Development Constraint Area (DCA) (1
dwelling unit/acre) desig,nation between the Urban Separator and
the limits of service line; show the 1'imits of service line, and
adopt the remaining location of the Urban Separator as proposed
from the Lavio property to the freeway.
b. Add a new policy to the Environmental Design Plan (EDP) text:
"That the Urban Separator will generally follo.w property lines and
lie within properties having a City density assigned on the Land
Use Map, except where good planning principles dictate its location
elsewhere . !'

12 . Consensus was reached ( 4/ 16 / 83 ) to leave the Western Avenue
elementary school site (Wilmar School D'istrict), designation on map and
review in one year following consultation with the Petaluma Elementary
School District.
13 . Consensus was reached ( 4/ 16 / 83 ) to redesignate the 37± aere
unincorporated area at the southern entrance to town along Old
Redwood Highway (Petaluma Blvd. So: ) between US 101 and the river
from Agricultural/ Open Space to Industrial.

15. Consensus was reached (4/16/83) to reco,gnize the remaining Flood
Zones in the Petaluma planning area as established by the Federal Flood
Insurance Administration .
16 . Consensus was reaclied ( 4/ 16 / 83 ) to eliminate urban designations beyond
the urban develop. ment boundary along the west side of the City in
conformance with the adopted Sonoma C~unty West Petaluma Plan.
17. Consensus was reached to show the existing Waugh School at Corona
and Adobe Roads.
18. Council consensus was reached (4/16/W83) to extend creek designations
to Adobe Road, east of Ely to recognize these existing natural features.
19 . Consensus was reached ( 5/ 16 / 83 ) to eliminate the elementary school
site, east of Ely Blvd. North near Corona Road. (Council
acknowledged they would entertain the addition of a school site to the
General Plan/EDP at such time 'a local school jurisdiction felt an
additional one was warrarited. )
20. Consensus was reached (5/16/83) to add a park site off of Maria Drive
extension, south of Corona Road.
21. Council adopted (Resolution No. 9721 Environmental Clearance and)
Resolution .No. 9726 N.C.;S. (4/4/83) denyin~g, the proposed amendment
to the General Plan/ED'P for AP Nos. 48-080-2'0, 06, and 21 (west side
of North McDowell Blvd. south of the N.W. Pacific Railroad tracks) from
Industrial to Planned Resielential.
