APPROVING AMENDMENTS TO THE GENERAL PLAN
ENVIRONMENTAL DESTGN PLAN/
LAND USE AND CIRCULATION ELEMENTS
ITEMS 1, 6, 7, 8, and 9
WHEREAS, the Petaluma City Planning Gommission has reviewed the
proposed amendment to the General Plan/Environmental Design Plan Land Use
and Circulation Elements and has held a public hearing thereon, and after
said hearing has made recommendations on certain amendments; and,
WHEREAS, the Planning Commission filed with the City Clerk its report
as set forth in its minutes of February 11, 1983, recommending adoption of
said proposed amendments; and,
WHEREAS, the City Council has held a public hearing on the proposed
amendments as listed below and as shown on the revised Land Use/Circulation
Element 500 scale and 2, 000 scale maps on file in the Office of the Community
Development and Planning Department; and,
WHEREAS, said public hearing was begun on March 21, and continued on
April 4, April 18, May 2, May 16 and May 23, 1983:
NOW THEREFORE, BE I°T RESOLVED that the. foilowing amendments are
hereby adopted and' ordered incorporated on the revised Land .Use/Circulation
Element '500 scale' and '2000 scale' maps on file in the Office of the
Community Development and Planning Department:.
ITEM DESCRIPTION
"l. Council consensus was reached to add and amend the following land
use designations :
Low Density Residential - 1.0 dwelling unit/acre;
Suburban Medium Residential - 3.0 dwelling units/acre;
Urban Medium Residential - 15.0 dwelling units/acre;
ResidentialLCommercial or Residential/'Industrial Combining Area -
up to 7 dwelling units/acre resideritial mixed with commercial,
and, or, industrial uses;

Development Constraint Area - Development potential is limited to
one unit per acre due to topograp,hy, access, availability of
services or other constraints. D.epending on the nature of the
cons€raint(s), development may not be able to occur within the
DCA area. The Development Constraint Area (DCA)
designation reeognizes areas where such problems appear to
preclude development of portions of properties and certain
areas w'ithin the City's Sphere of Influence . It was the intent
of the Council that there would not be transfer of density
rights in connection with this General Plan designation.
In ad'dition, several existing land_ use density designations are
being increased as follows:

6. Rainsville Road Area - Discussion and ~ consensus reached ( 4/ 18 / 83 )
to deny the Planning Commission's recommendation to change the
designation from Industrial to Agriculture Open Space.
7. North of Willow Creek between Denman Road and Old Redwood
Highway. (39 acres, AP No. 047-211-12) - consensus (4/18/83) to
uphold the Gommission's recommendation, and retain the existing
Industrial and Service Commercial designations of the area.

8. Urban Separator - East Side - consensus (4/18/83) was to relocate
the Urban Separator to conform more. closely to property lines and
the airport transition zone east of Ely' R'oad from Casa Grande Road
at Adobe Greek crossing, northerly to . Corona Road. The easterly
edge of the proposed school site wi11 be the easterly boundary of
the Urban Sep.arator at Corona Road. (See Item llb. for additional
urban separator policy applicable city-wide) .
Revise the High School designation at the corner of Corona Road
and Ely Blvd. North to reflect a±63 acre size and to add a
adjacent Junior High School as recomrnended by the Petaluma High
School District;
To delete tfie Urban Separator designation along Corona Road from
the proposed change and to designate the portion of Corona Road
(both sides) between Ely Blvd. North and the Northwestern Pacific
Railroad tracks as a Study area.
9. Corona Road Area - Consensus was reached (4/18/83) to
redesignate . an area Study on the south side of Corona Road
between ~the: N.W. Pacific Railroad tracks and Maria Drive
(extended) to a point just southerly of Corona Creek (51 acres) ."
BE IT FURTHER RESOLVED that the Cit.y Council finds that the
requirement of the California Environmental Quality Act Guidelines have been
satisfied and hereby incorporates by ref,erence the environmental
documentation adopted by Resolution No. 978'4 N.C.S. on June 6, 1983.
