HomeMy WebLinkAboutResolution 2008-080 N.C.S. 05/19/2008Resolution No. 2008-080 N.C.S. of the City of Petaluma, California RESOLUTION IN SUPPORT OF SENATE BILL 1226, WHICH WOULD AUTHORIZE THE STATE DEPARTMENT OF HOUSING & COMMUNITY DEVELOPMENT TO EXPEND FUNDS UNDER THE CALHOME PROGRAM TO COVER COSTS ASSOCIATED WITH THE REHABILITATION OR REPAIR OF PROPERTY OWNED BY A MOBILEHOME PARK OWNER WHEREAS, existing law establishes. the CalHome Program under the administration of the Department of Housing and Community Development, and authorizes funds appropriated for purposes of the program to be used to enable low-income and very low income households to become or remain homeowners; and WHEREAS, SB 1226 would authorize program funds to be used, among other things, for the improvement of infrastructure related to mobilehome parks by local public agencies in joint application with a mobilehome park owner, subject to certain requirements. Program funds are provided by way of grants or loans; and WHEREAS, the Housing & Emergency Shelter Trust Fund Act of 2006 authorizes the issuance of bonds pursuant to the State General Obligation Bond Law, with portions of the proceeds required to be used by the CalHome Program and the California Self-.Help Housing Program to finance various existing housing programs including housing-related parks; and WHEREAS, SB 1226 would authorize the department to expend funds from the CalHome Program to cover costs associated with the rehabilitation or repair of property owned by a mobilehome park owner, with specific requirements; and WHEREAS, loan funds may be used for the improvement of infrastructure for mobilehome parks if the park owner can demonstrate both financial need and that 50 percent or more of the mobilehome owners are lower income. Loans would be allocated based on the proportional percentage of lower income persons residing in the mobilehome park who are Resolution No. 2008-080 N.C.S. Page 1 seeking funding, and a recorded affordability restriction would ensure that the spaces in the mobilehome park would be available to, and occupied by, lower income households for not less than 55 years. NOW, THEREFORE, BE IT RESOLVED THAT the Petaluma City Council hereby supports SB 1226 and reaffirms its continued support of our mobilehome park residents. Under the power and authority conferred upon this Council by the Charter of said City.
