The project involves removing unsound concrete and cleaning exposed steel bar reinforcement at thirteen bridge columns, and encapsulating them with a marine protection system to protect the columns from corrosion. The work is anticipated to begin in mid-June and is expected to be completed in August. EXECUTIVE SUMMARY: On March 27, 2008, the City received three (3) bids for the Washington Street Bridge Rehabilitation -Column Repair Project, ranging from $96,716 to $290,800. The project involves removing unsound concrete and cleaning exposed steel bar reinforcement at thirteen bridge columns, and encapsulating them with a marine protection system to protect the columns from corrosion. The work is anticipated to begin in mid-June and is expected to be completed in August. 2. BACKGROUND: Caltrans Department of Structures periodically inspects all bridges in the State of California. During a recent inspection, they recommended all thirteen columns of the Washington Street Bridge be rehabilitated by encapsulating them , with a marine protection system to protect the columns ffom corrosion. The protection system consists of a column jacket, scaled to keep water out, that is then pressure grouted. Department of Public Works staff, through a design consultant, prepared the plans and specifications for this project. The Notice Inviting Bids was issued on February 21, 2008. Bids were received and opened on March 27, 2008, as follows: NAME OF BIDDER BID AMOUNT North Coast Divers Inc., Petaluma, CA $96,716 Valentine Corporation, San Rafael, CA $153,360 Granite Construction Company, Healdsburg, CA $290,800 The engineer's estimate for construction is $120,000 With a bid. of $96,716; the apparent low bidder is North Coast Divers Inc. Staff verified that North Coast Divers possesses a valid Class A California contractor's license, number 660428, expiring on December 31, 2008, which qualifies them to perform the work. Since the bridge columns are submerged all the time, it is very difficult to closely inspect and gauge the, extent of"the repair. Therefore, the plans and specifications were prepared based on staff's engineering judgment. It will be left to the contractor to propose and submit a method of repair for review and ,acceptance, using SCUBA equipment, rather than placement of a temporary water tight enclosure (coffer dam), which is pumped dry in order for construction to be undertaken. Although allowing the contractor to propose the method of repair assures the S:\CIP DivisionTrojects\Bridge Rehab C501404\Washinton St Bridge Rehab - Column Repair C501404\Design\330 PCDC-City Council\CC Award 2 of Contract.doc lowest .cost for construction, it does require additional staff time and increase the potential for change orders. 'In addition, the City will need to hire an experienced diver qualified to inspect such work. Due to "these complexities, a contingency of $48,000 is being requested to cover unforeseen extra work and/or unknowns. While this.is not a large dollar amount considering the type of work, as a percentage of the contract (50%), the amount is unusual. 3. ALTERNATIVES: 1. Award the contract to the low bidder. 2. Award the contract with a lesser contingency. This would require a future Council action if additional funds are required. Obtaining approval prior to expending additional funds can result in project delays, and potential delay claims from Contractor. 3. Take no action. 4. FINANCIAL IMPACTS: The following is a breakdown of the estimated costs: Construction Contract (low bid) $96,716 Engineering Design 34,000 Administration/Inspection 50,000 Const. Contingency 48,000 CIP Overhead 11,500 Estimated Total Cost $240.216 The estimated total cost, including planning, design, .construction, administration, inspection, testing and project contingency, is $240,216. CIP Project C501404, funded by Traffic Mitigation Impact Fees in the amount of $742,000, originally included deck treatment at Lakeville Street Bridge, Payran Street . Bridge, Satori Drive Bridge and Washington Street Bridge, in addition to this column repair of the Washington St. Bridge. However, due to the very different type of work, the column repair was separated from the bridge deck treatment. The City already received bids fovthe bridge deck treatment project on January 31St and construction is scheduled to begin in late April. The approved project budget for that work is $238,000. 5. CONCLUSION: Following the award, the contractor will enter into agreement with the City and submit the required contract documents, bonds and insurance. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Completion of construction. 7. RECOMMENDATION: City staff recommends City Council adopt the resolution awarding the contract to the low bidder, North Coast.Divers Inc. C501404 TO. NORTH COAST DIVERS INC. WHEREAS, City staff has worked diligently to prepare construction bid documents and advertise for construction of this Project; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on March 27, 2008, and three (3) bids were received and opened in accordance with applicable law; and WHEREAS, the lowest bid for the Project was from North Coast Divers Inc. for $96,716; and WHEREAS, staff has determiried that North Coast Divers' bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that North Coast Divers possesses a valid California Contractor's License, Class A; number 660428 that qualifies North Coast Divers to perform the Project; and WHEREAS, the Project has a Categorical Exemption pursuant to the California Environmental Quality Act ("CEQA") pursuant to Article 19, Section 15301, of Title 14 of the California Code of Regulations ("CEQA Guidelines"). NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council hereby: 1. Approves the Project Budget in the amount of $240,216. 2. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contact Code Section 20162 and other applicable law, waives any and all non-conformance in the bid of North Coast Divers Inc. for the. Washington Street Bridge Column Repair Project, finds the bid of $96,716 to be the lowest responsive bid and -f irther finds that North Coast Divers Inc. is the lowest responsible bidder. 3. Awards the contract for the Washington Street Bridge Column Repair Project to North Coast 'Divers Inc.,. in"the amount of $96,716, the amount of the lowest responsive bid, conditioned on North Coast -Divers' timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with .the project bid documents. 4. Directs staff to issue a notice of award to North Coast Divers Inc. 5. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by North Coast Divers Inc. of the signed project contract and all other required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents.
