Page 2 ` I/ . + • November :17, 1982 TO: Plannin'g .,Gommission FROM : Warren Salmons, Principal Planner SUBJECT: Daon C.orp, Prezoning File 3.:29:3 AP#'s 19-1'20-15, 16, 21, 32, 33 IN~TRODUCTION:, The pr,ezoning has been proposed by the Daon Corp. so it ean proceed with an_nexation of AP#'s 19-120-15 and 16 and 21 and continue processing for the Sonoma Highlands (formerly La Cumbre) residential subdivision. Parcels 19-120-15 and 16 are owned by Daon Corp . and will be combined with other parcels owned by Daon Corp . which are already within the City limits and appropriately zoned. Parcel 1'9-120-21 (,Sco.tt) is included in the proposed prezoning with Daon Corp. act'ing as Scott's ag.ent by virtue of the fact th`at one of two access roads for the Sonoma Higlilands proj,eets will cross his property. The Lane parcels AP#'s 1'9-,120-32 and 33 are included in the prezoning proposal because t'hese two~ properties logically must be included in the arinexation of the D.aon Corp. and Scott pr.operties: The Local Agency Formation Cornmiss'ion insists that parcels proposed for annexation be prezoned and that annexat•ions have logical bouiidaries. The Lanes have been conta'cted by telephone and notified of the public hearing by -letter. Thep have, to date, not indicated support or opposition to prezonin,g or future annexation. STAFF COMMENTS; Staff comments on the overall development of the Sonoma Highlands (La Curnbre) project ':including annexation and prezoning are contained in the certified environmental impact report. The r.eport has been included for your, :information. The specific` design of the project has changed since the prep:aration of the EIR b.u.t tlle overall concept for development has not. A sehematic site plan is attached. RELATIONSHIP 'TO THE PETALUMA G;ENERAL. PL,AN/EDP: The proposed prezoning is eonsisterit with the General PTan EDP. RELATION TO THE WEST PE.TALUMA SPECIFIC PLAN: The proposed prezoning is not tbtally consistent with the Coun:ty's West Petaluma Plan, in that larger portions of the parcels in question, are proposed to be designated r.esidential than were indicated in the plan.. The actual development plan- and' ':future PUD rezoning for the Sonoma Highlands project w'ill conform more closely with the ado,pted urban development boundary from the 'W'est Petaluma Plan. General Plan/EDP amendments soon to be, considered by the Planning Commission more clearly distinguish the developable urban areas .from the undevelop;ab:le agricultural/open space in the 'West Petaluma area as well as a key street pattern, needed for development. A map from the West Petaluma Plan has been included for your refer-enee. ENVIRONMENTAL REVIEW s An environmental impact report was prepared and certified for the project which adeguately addresses environmental issues associated with the prezoning of` the Daon Corp, and Scott properties. Prezoning of the Lane properties, is consistent with the General Plan-/.ED:P for which the master EIR was ;prepared and certified. RECOMMENDATION: That the Planning Cominission recommend that the City Council: l) find th'at the previously prepared environmental documentation is adequate for the proposed prezoning and (2) approve the. proposed prezoning request based on the following, findings: FINDINGS - ENVIRONMENT'AL DOCUMENTATION 1, No significant adverse environmental effects will result from the prezoning as proposed, which cannot be mitigated or wh'ich will not be reviewed further prior to any development plan approval for the site . 2. Adequate environmental documentatiqn has been p-rep_ared' for this action in that. a previously approyed site specific Environmental Impact Report and the City Master Environmenta'1 Impact Report were prepared and certified for the density shown. The City Council has consider,ed any comments and mitigation measures received and finds that previou's1y prepared and certified environrnental documentation adequafely addresses the proposed prezoning . FINDINGS - PREZQNING 1. That the proposed amendment is in general conformity with the Petaluma General P1an and any applicable 'Environmental Design Plans. 2.
