HomeMy WebLinkAboutResolution 2002-066 N.C.S. 04/15/2002 v Ides®luti®n N®. 2002-066~.~.~. of the City of Petaluma, California A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA, CALIFORNIA APPROVING AN AMENDMENT TO THE GENERAL PLAN AND THE CORONA/ELY SPECIFIC PLAN TO REPLACE THE FUTURE ALIGNMENT OF SONOMA MOUNTAIN PARKWAY AND CORONA ROAD AS SHOWN IN FIGURE 2-4, PAGE 20 OF THE CORONA/ELY SPECIFIC PLAN WITH A "ROUNDABOUT" CONFIGURATION (APN 137-061-018) WHEREAS, an application to amend the General Plan and the Corona/Ely Specific Plan was filed on by David Bradley, on behalf of Ryder Companies, requesting an amendment to the General Plan and the Corona/Ely Specific Plan to replace the future alignment of Sonoma Mountain Parkway and Corona Road as shown in Figure 2-4 page 20 of the Corona/Ely Specific Plan with a "roundabout" configuration (see Attachment 1 Figure 2-4A of the Corona/Bly Specific, Plan) WHEREAS, the Planning Commission held a public hearing on the realignment of the intersection of Sonoma Mountain Parkway and Corona Road on February 26, 2002, after giving notice of said hearing, in the manner, for the period, and in the form required by Ordinance No. 1072 N.C.S., as amended; and WHEREAS, at the end of the public hearing the Planning Commission voted unanimously to recommend that the City Council approve the proposed amendment; and WHEREAS, the City Council has reviewed the requirements of the General Plan and the Corona/Bly Specific Plan, and finds that: 1. The traffic analysis for the proposed project concluded that the level of service at the intersection of Sonoma Mountain Parkway and Corona Road with the configuration of a modern roundabout would be LOS C, or better, during both the morning .and evening commute periods. Resolution No. 2002-066 N.C.S. 2. That the potential impacts of the proposed amendment have been assessed and have been determined not to be detrimental to the public health, safety, or welfare. 3. In compliance with the requirements of the California Environmental Quality Act, an Initial Study was prepared, which included a roundabout configuration. Based upon the Initial Study, a determination was made that no significant environmental effects would result. A copy of this notice was published in the Petaluma Argus-Courier and provided to residents and occupants within 300 feet of the site, in compliance with CEQA requirements. 4. That the proposed General Plan Amendment is consistent; compatible and supports a number of policies of the General Plan and the Corona/Ely Specific Plan. 5. That the proposed amendment is deemed to be in the public interest to provide for orderly development of infrastructure. The development of the proposed roundabout will not create a nuisance to existing surt-ounding uses. NOW, THERFORE BE IT RESOLVED, that the City Council of the City of Petaluma does hereby determine that the existing "future alignment" of the intersection of Sonoma Mountain Parkway and Corona Road as described in Figure 2-4, page 20 of the Corona/Ely Specific Plan (the so-called "swoop") shall be replaced with a "roundabout" configuration (see Attachment 1 Figure 2-4A of the Corona/ Ely Specific Plan), subject to the following conditions, which shall be applied as additional conditions of the tentative subdivision map: Planning Division 1. The roundabout shall be constructed or bonded for prior to full .acceptance ~of the Traditions Subdivision. 2. Plans submitted for building permit shall include a plan sheet, which shall contain all conditions of approval and mitigation measures for review by the Planning Division. Plans submitted for building permit shall also be in substantial compliance with the approved plans date stamped: a. Proposed Roundabout Plan- Date Stamped March 27, 2002; b. Preliminary Landscape Plan- Date Stamped March 27, 2002; 3. Plans submitted for final SPARC approval shall include cross sections of Sonoma Mountain Parkway, which are consistent with Chapter 4-Land Use and Design page 49 of the Corona/Ely Resolution No. 2002-066 N.C.S. Specific Plan and the Sonoma Mountain Parkway and Ely Road Streetscape Design Guidelines, November 27, 1990. 4. All mitigation measures adopted in conjunction with the Mitigated Negative Declaration for the Traditions Subdivision project are herein incorporated by reference as conditions of project approval. From the En;;ineerin~ Section: 5. Construction plans submitted to the City for building permit shall meet the established industry design criteria. 6. The developer shall show dedication of the necessary right-of way for the roundabout construction on plans submitted to the City for building permit. From the Fire Marshal: 7. The traffic circle is conditionally approved and appears to meet drawing specification for fire apparatus use. Final approval of the roundabout is subject to an actual driving test on a prototype setup with traffic cones approved by the Fire Marshal. Pedestrian and Bicycle Advisory Committee (PBAC): Prior to the Site Plan and Architectural Review Committee review and approval the following conditions shall be incorporated into the project plans. 8. Lighting: Plans submitted shall include the lighting type and location that do not. cast direct glare into cyclist/pedestrian eyes. 9. Pedestrian Improvements: Plans submitted shall include safe pedestrian passage across all three approaches of the roundabout. 10. Signs: Plans submitted shall include "Share the Road" signs and "Pedestrian Crossing" signs alerting motorists to bicycle and pedestrian traffic. 11. Through-Travel: This roundabout shall include safe pedestrian and bicycle access around the entire circumference, plans shall including the following: a. Greater separation of bikes/pedestrians and cars including widening Corona Road where feasible and within the City limits, toward Sonoma Mountain Parkway. b. Create separate dedicated Class II bike lanes up to the periphery of this project for any bicycle entering or exiting the circle. c. Include colored crosswalks, which have a distinctive treatment to slow traffic at the point where cyclists/pedestrians enter from separate facility. Resolution No. 2002-066 N.C.S. ' d. Use various pavement treatments (e.g. barriers, colors, raised surfaces) throughout to provide visual and other effects that lend to traffic calming. 12. The applicant (Ryder Homes) shall be responsible for all costs of the "roundabout" at Sonoma Mountain Parkway and Corona Road, including but not limited to all direct and indirect costs, expenses and fees associated with construction of the "roundabout," as well as those associated with the acquisition of property for the "roundabout". In the event the applicant has not obtained sufficient title or interest to permit such improvements prior to approval of the final map, the City may proceed with negotiations andlor eminent domain proceedings to acquire such title or interest as further set forth in Government Code Section 66462.5.
