~ WHEREAS, the Couneil of the City of Petaluma has adopted
Resolution 95.27 NG'S calling; 'a special, municipal election to be held in
the City on Tuesday, November 2, 1982, at. whieh eleetion will be
submitted to th~e qualified el'ectors of the City the, attaehed measures A ~

and B, which are attached hereto as Ex-hibits A and B.respectively and
~ incorporated hereiri by reference; and,
WHEREAS; a State of California G'eneral ETection will be held
on Tuesday, November 2, 1982,. and it is `the desire of~ the Council that
said Special 1~4unicip:al Election :. be consolidated . with said General
Election; ~ :
NOW, 'THEREFORE; .BE IT RESOLVEp by the Council of the
City of Petaluma, as foilows°:
5ection 1. 'The Board of Supervisors of Sonoma County is
hereby requested to order the consolidation of sai:d Special Municipal
Election with said G'eneral Elect'ion to be held on: ~Tuesday, November 2,
1982, insofar as the City of Petaluma is concerned,, and to fu"rther
provide that within the territory affected by said order of
consolidation, to wit,, the City, the election precimcts, polling places
and voting booths -.shall in every case _ be the same and there shall be
only one set of electiori officers in each of saicl precincts, and to
:further provi:de that said measures attached hereto sh"all be set forth in
the form of ballot to be used: at said election, insofar as the same is held

EXHIBIT "A"
ARTICLE TII. Elections
Sec. 4 General and special municipal elections.
A municipal election shall be held on the same day as the
statewide general election in November of 1984 and biennially there-
after. All such elections shall be known as regular municipal elections.
All other municipal elections which may be held shall be known as
special municipal elections.
Those city officers whose terms would otherwise expire in
June of 1983 shall, instead, continue in office until the first regular
meeting of the City Council in January of 1985, and until their suc-
cessors are elected and qualify.
Those city officers whose terms would otherwise expire in
June of 1985 shall, instead, continue in office until the first regular
meeting of the City Council in January of 1987, and until their
successors are elected and qualify.
Except as herein otherwise specifically provided, all regular
and special municipal elections of this city are to be held in accord-
ance with the provisions of the Elections Code of the State of
California, including all amendments thereto.

SPECIAL ELECTION NOVEI~%~.B.ER 2,. 1982
The conduct and carrying on of all city elections shall be
under the control of the Council and the Mayor. The Council shall, by
ordinance or resolution, make provisions for holding all city elections,
and may district and subdivide the municipality into municipal election
precincts for the holding of municipal elections and may consolidate
such precincts in the municipality for such elections, and may adopt for
such precincts the precincts established by the Board of Supervisors of
Sonoma County in this city.
Section 8. Certificate of Election.
After the result of an election is declared, or when an
appointment is made, the City Clerk under his or her hand and official
seal, shall issue a certificate therefor and serve the same personally or
by depositing such certificate with the postage prepaid, in the United
States post office in Petaluma, addressed to the person elected or
appointed, and such person must, within sixty days after receiving
such certificate, file his official bond, if a bond is required of him by
this Charter or the ordinances of the city, and take and subscribe to
the oath of office and ary other oath required of him by this Charter
or any statute of the State of California which oath must be filed with
the City Clerk. All elective officers shall take office at the first
regular meeting of the City Council in January after the result of each
election shall have been officially declared, and shall hold office for
such term as in this Charter provided and until the election and
qualification of their successors.

Section 15. Mayor's term of office.
The mayor shall hold office for a term of four years from and
after the first regular meeting of the City Council in January, after his
or her election and until his or her successor is elected and qualified.
Section 16. Councilmen's term of office.
The councilmen shall hold office for a term of four years from
and after the first regular meeting of the City Council in January after
their election, and until their successors are elected and qualified.

ARTICLE III
Elections
