The tentative map provides reasonable public access from a public road to that portion of the bank of the stream lying within the proposed subdivision. 11. The tentative map provides for dedication of a public easement along th~ portion of the bank of the stream lying within the proposed subdivision. BE IT FURTHER RESOLUED, based on the findings set forth above, that the above referred to tentative map, be and the same is hereby approved subject to the conditions set forth below and incorporated herein. 1. The applicant shall comply with all requirements of the City Engineer outlined below: A. Use of the flood storage basin shall be engineered so as to detain the waters at a rate that is not to exceed the run-off of undeveloped land for a 24-hour 100-year event. B. The subdivider shall be required to put up half the cost of the culverts that may be required at Maria and at Ely. C. The ~ff-site channel improvements downstream of this property should be required during the Phase II construction stage. D. The construction of Ely Blvd. No. should be done as part of Phase III construction. E. A proposed sewer line between Lots 176 and 177 and 184 and 185 should be located within the street rather than down the side vard lot lines. ~ F. The water main along Ely Blvd. should be extended across the entire frontage. G. The extension of sewer mains to serve the properties above this particular property shauld be investigated. H. The non-access easement should be dedicated along the entire Ely frontage and across the portions of the subdivision bordering the Candlewood ~~obile Home Park. I. The proposed parking islands to be placed in the center of the street on the cul-de-sacs should be shown on the tentative map and should be analyzed to prevent conflicts with driveways. 9453 Page 2 of 4 2. Al1 existing widths and grades of adjacent streets shall be shown on the tentative map. The easternmost street that stubs into Park Place IV shall line up with the planned Park Place street, and given the same name. Al1 other streets in the project shall be subject to approval by the City Street Naming Committee. The curved section of Maria Drive between Sunrise and Park Place Subdivisions shall be straightened somewhat to reduce excess curves. 3. Inaccurate lot areas and property line dimensions which exist on plans shall be corrected. Lots shall contain a minimum area of 4,000 square feet. No lot shall have a minimum width less than 30 feet at the building setback lines. Front building setback lines shall vary between 20 and 25 feet to prevent a row housing visual effect. 4. Bus loading facilities shall be designed into the Ely Blvd. entry into the development in accordance with City standards. 5. Al1 grading and drainage design shall be consistent with the requirements of the Sonoma County Water Agency. 6. The northern property lines at Lots 175 and 186 shall be made perpendicular to Maria Drive. 7. The two proposed private drives shall be increased in width to measure 32 feet and stripped for parallel parking on the northern sides. The four car parking lots proposed at the ends of the private drives shall be deleted from plans (due to interference with creek or lot design). 8. The Capri Creek right-of-way shall be dedicated to the City. Creek right-of-way landscaping shall be maintained by a Homeowner's Association. However, the Sonoma County Water Agency shall be required to provide for any necessary hydraulic maintenance. 9. Final subdivision map approval shall be consistent with the phased housing allotment schedule established for the development, and map approvals limited to portions of the project having full allotment award. 10. Any proposed off-site improvements and easements shall be subject to written consent by the affected property owner(s). 11. A masonry wall of a minimum height of six (6) feet shall be erected along the Ely Blvd. frontage in the 'public right-of-way' design and in the location is subject to approval of the City Planning Director. 12. Side and rear yard fencing will be indicated on the development plan, the design of the fencing is subject to approval of the City Planning Director. 9453 Page 3 of 4 ,.
