UNFINISHED BUSINESS 21 22 A. Vote on Reconsideration Motion of August 4, 2014 Pursuant to City Council Rule 23 VI(F) Regarding Whether the City Council Will Reconsider Resolution No. 2014-127 24 N.C.S. Adopted July 21, 2014 Approving a 144 -lot Phased Tentative Subdivision 25 Map for the Riverfront Mixed Use Project Located at 500 Hopper Street within the 26 Boundaries of the Central Petaluma Specific Plan. 27 28 Note: The City Council will only consider and vote on the reconsideration motion 29 pursuant to this item. Under Council Rule VI(F), reconsideration of the subdivision 30 map approval itself will not occur at this meeting. If a majority of the City Council 31 members present at tonight's meeting vote in favor of reconsideration, the 32 subdivision map approval will be reconsidered at a subsequent City Council 33 meeting. 34 35 Mayor Glass 36 37 City Attorney Danly 38 39 Mayor Glass opened Public Comment on Item I.A. 40 41 Pamela Torliatt, Petaluma, asked Council to reconsider the item, saying that 42 people are discouraged that this City Council is not going to require the 43 developer to put in a synthetic field, which allows 50% more play, and also there 44 is a drought so give people a chance to save water. 45 46 Janice Cader-Thompson, Petaluma, urged Council to reconsider this item as the 47 City would be giving up a ball field; Basin Street should do what's best for this 48 community. 49 50 Gary Imm, Petaluma, told Council they should not reconsider the vote because it 51 will send the message that Petaluma is not a good place to do business. 52 August 11, 2014 Vol. XX, Page 3 1 Heidi Rhymes, Petaluma Youth Soccer League, Petaluma, said that an artificial 2 field is needed, and she doesn't think Council should ignore the 3 recommendations made by the Planning and Recreation, Music, and Parks 4 Commissions. 5 6 David George, Laborers' Union, Petaluma, felt Council should not reconsider their 7 vote, saying Basin Street has worked for years to get this project approved, and 8 that if Council persisted in second guessing themselves, they'd get nowhere. 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 Dan Libarle, Petaluma, said that the project is going to generate jobs and that Council should not overturn the decision. Kevin McDonnell, Petaluma, asked Council to please reconsider the item. The youth sports community did not stay in touch with the potential for change after the Planning and Recreation, Music, and Parks Commissions made the recommendation for an artificial turf field. He said the Council's decision on July 21 st felt like a last-minute change. He felt Council's credibility had suffered and the item should be discussed again. Randy Bryson, Operating Engineers Local 3, Petaluma, urged Council to move the project forward and not reconsider their July 21 st decision. Jason Davies, Petaluma, spoke of the need for more athletic fields in the community. He told Council that when two bodies strongly suggest an all- weather field, Council should listen. Tim Maycock, Director of Coaching, Petaluma United, told Council the current playing field surfaces are unacceptable for soccer and asked that the decision made on July 21 st be reconsidered. Luz Briceno-Moreno, Briceno Soccer, Petaluma, urged Council to reconsider and require an all-weather field, as it would offer a safe environment for kids to play sports at all times of the year. Melissa Hatheway, Member, Pedestrian and Bicycle Advisory Committee, Petaluma, asked that Council reconsider the item. Rad Babala, Petaluma United/Petaluma Youth Soccer League, Petaluma, asked Council to vote to reconsider the item. Joe Baker, Petaluma Youth Soccer League, Petaluma, told Council that grass playing fields are dangerous as the City doesn't maintain them adequately, and asked Council to reconsider the item. Samantha Schaefer, Petaluma United, Petaluma, asked Council to please reconsider their decision, adding that many girls have been injured on the grass field. Bill Bertolucci, President, Petaluma Youth Soccer League, asked Council to vote to reconsider their decision. Mayor Glass Vol. XX, Page 4 August 11, 2014 Vin Smith, Basin Street Properties, stated that Basin Street has never said they would install a synthetic turf field. Their position has never changed. He added that Basin Street has a very good reputation for maintenance. Seeing no other persons wishing to speak, Mayor Glass closed Public Comment on Item I.A.
