RESOLUTION ESTABLISHING SALARY AND,SUPPLEME~~TAL WAGE
BENEFTTS~FOR MANAGEMENT EMPLOYfES, UNITS 8&.9
WHEREAS,•the City Manager., purspant. to,Sectio rr 28, City
of Petal uma Ci ty . Charter, i s requ i re,d and `empo.wered to make •a
recommendation to -the City C'oun~ci~l on matters r"elated to
employees' comPensation; and,
WHEREAS, the City Mianager has reviewed the attached
Exhibit "A" and Exhibit "B" and recommend`s aspproval thereof,
NOW, THEREFORE, BE IT RESOLVED that the salary and
supplemental wage~benefits as specified in these attachments
for Management Personnel are approved and shall become effective
July 1, 1982.
BE IT FIJRTHER RESOLVED that it is City Council policy
that ninety ('90) days notice is required by either party (City
Council and City<Manager) prior to termination.of services
between said parties.

COMPENSATION PLAN FOR UNIT 8
FY 1982 - 1983
This document represents the Compensation Plan for Unit 8 for the Fiscal
Year 1982-83.
Section 1. Term
This compensation plan shall be for a one (1) year term for the fiscal
year commencing July 1, 1982, through June 30, 1983.
Sectaon 2. Salary
The City shall adopt~the following salary ranges for each of the

Section 3. Administrative Leave
Members of this unit are eligible for administrative leave. Days may be
granted by the Gity Manager upon written request, not-to exceed ten (10)

Section 4. Healt,~ Insurance
City of Petaluma Group Medical-Hospital"Insurance Program:
The City sl~all provide for a group medical-hospital insurance coverage
program for City employees in Unit 8. The Gity shall pay, toward group
medical-hospital insur.ance coverage programs provided by the_City:

Section 5. Dental Insurance
The City shall provide for a group dental i~.nsurance coverage pro:gram.for
City employees and dependents in Unit 8, during fisca:l year 1982-83.
The premium cost of $35.56 per employee, per month, shall be paid by
the City.
Section 6. Long T'erm Disability
The City shall provide a l.ong term disability plan, premium to be paid by
the City.
Section.7. Li;fe Insunance ~
The City shall provide, at no.cost to the emp.loye;e, group term l.ife
i.nsurance coverage in the princi~ple amount of $10,000 per empl`oyee,.
Section 8. . Management ~Life
Insurarrce shall be in.the amount of one and one-half times their annual
salary rounded to. the nearest even dollar, i'.e., $12,000, $T3,OOO, etc.

Sec;ti on 9. Hol i day,s., General .
The City shall observe ten (1Q) paid fixed:-date ho.lidays. These holidays
shall be; establ~ished for"the City's fiseal year.as determined by City
Counci l resol uti'on.
Section 10. Hol'idays, Floatin
Duri.ng the Fisca.l Year 1982=83, the City will authorize one (l.) "Floating
Holiday"' per employee; which may be taken by the empl~oyee at a t'ime selected
by the empToyee, subject to.opera.tional requirements.a'nd approval determined
by the City. Employeers hir.ed be.tween July l, 1,982, and December 31, 1982,
wi]1 be eligible for a"Floating Hol`iday" during the course of the 1~982-83

' S:ection 13. Vacat-ion _
` Amgunts. All regula:r employees of the Ci'ty of Petaluma, after working
one fu11 year, are entitled to the equivalent of ei,ghty ('80)~hours of
vacation with pay in t'he year foTlowing the year in whiCh vacation is
earned. ,
Al1 regular employees of the City of Petaluma, after five (5) years
of conti:nuous serva:ce with the Ci"ty, and beginning witfi the six;th year,
shall be entit1ed to the equivalent of one hundred twenty (120) hours
of vacation per year.
After ten (10) years of continuous service with the Ci`ty, eight (8) hours
of vacation shall be added for each year of:con.tinuous service to a
maximum of one hundred sixty (160) hours of vacation.
Section 14. Retirement
The City of Petaluma's retiremen~t pla'n under the:Public Employees`
Retirement System shall consist of the following items:.
D1iscellaneous Employees: 2% @ 60
Public S°afety Employees: 2% @ 55 (Police and Fire)
Options: 1959 Survivors Benefit

` to sick leave. An additional two (2) days required for necessary funeral
arrangements may be charged to the employee's sick lea.ve-and any addi~tional
time beyond these..two days may be charged to accumulated vacation or l.ea~ve
without pay. Such bere'a.uement leave shall not be accruable from yea'r to
year, nor shall it have any monetary value if unused.
Section 11. Holidays,, General
The City shall observe ten.(-10) pai~d fixed-date holidays: These holadays
shall be established for the City's fis'cal year as determined by City
Council resolution.
Section 12. Holidays, Floating
During the Fiscal Year 1982-83~, the City will authorize one ('1) "Floating
Holiday" per employee, which may be taken by the employee at a time seleeted
by the empl,oyee, subject to operational requirements and approval determined
by the City. Employees hired between July 1, 1982, and December 3l, 1982,
wiTl be eligible for a"Floating Holiday" during the course of the 1982-83
Fiscal Year.
Section 13. Sick Leave;,Aecrual
Sick leave shall accrue to all full-time employees at the rate of ei~ght
hours for each month of continuou;s serVice: No empl'oyee "sh'all accumulate
more sick leave in any year than provided. ~
Section 14. Sick Ceave, Family.
Leaves of absence up to four working days with pay per fiscal year may be
granted to an empl~oyee in t,he event of serious illne.ss or inj:ury in the
employee's immediate famil-y and will be charged~against sick leave. The
immedia.te family shall consist of the spouse, childr,en, Parents,~brothers,
sisters, or other individuals whose relationship to the.employee is that of
a Tegal dependent. Tn such case, the appointing power shal.l grant such sick
leave only when in his opin.ion the reTationship of the sick or disabled
person to.the employee warrants such use of sick leave.
Section 15. Sick Leave Pay Out
In.the event of the deatfi or retirement of an employee:who:h~s c~mpl;e,te~_

sh.ould 'be pa;id.or shall receive to his benefit fifty percent (50%) of his,
accumulated but unused sick leave not to exceed 480 hours.
Section 16. Vacation
1. Miscellaneous and Police Personnel
a. Amounts. A.11 regul`ar employees of the City of.;Petaluma,
after. working one full year, are enti'tled to the equivalent
of eighty (80.) hours of vacation with pay in t'he year follow-
ing the year in which Vacation is earned.

succeedi ng cal endar year subject to oth~er prov.i s.i=ons ,of'
~thi;,s~ru;le. A written report of each deferred vacatio,n,
signed by the appro,p,riate depa'rtment head and the Perso`nnel.

The times during the calendar year in which an employee may take
his vacation shall be determined by the department head with due
respect for the wishes of the employee and particular regard for
the needs of the seruice.. If the requirements of the service are
. such that an employee cannot take part or all of hi:s annual
. vacation in a particular caTendar year, such vacati'on shall be
taken during the following~ca]endar year.
Section 17. Retirement
