Mayor Glass opened GENERAL PUBLIC COMMENT.
Chuck Scher, Petaluma, spoke regarding proposed changes to City ordinances regarding signs
posted on public property. Regarding banners honoring those serving in the armed forces, he
said that many citizens think these would not be appropriate because they would carry the
implicit approval of the military.
Katherine Bobrowski, Petaluma, spoke of problems in the mobile home park where she lives.

Marty Bennett, North Bay Jobs with Justice, formally the Living Wage Coalition,
spoke about the estimated jobs available at the completed project, most of
which he said would be low-wage jobs, many of them part time and without
benefits.

major flaws in the EIR" and urged Council not to approve the project until those
are corrected.
Council consensus to continue the meeting past 11:00 p.m., as required by

Carl Sanchez, Vice President, Sonoma Lake Mendocino Building and Construction
Trades Council (BCTC), spoke about toxic substances at the project site.
Mark Carpenter, Local 104 Sheet Metal Works, Petaluma, spoke about toxic
substances at the project site.
David Rosas, Unite Here Local 2850, Santa Rosa, spoke of employees at the
Groton Casino who are leaving the area because it is so expensive to live here.
He said to keep quality employees, it's necessary to pay a better wage.
Alberta Sanchez, Unite Here Local 2850, Santa Rosa, said she works as a
housekeeper at Sheraton here in Petaluma, where she receives good wages and
medical benefits. At her last job, she earned only minimum wage and had no
health care. When she or her family were sick, they couldn't go to the doctor,
and she couldn't pay all her bills. She told Council it's really important that any
hotel built in Petaluma provide good jobs.
Matt Heavey said he is a small contractor, and has found that concerns being
expressed about an EIR "magically go away" if the developer signs a project

1 labor agreement. He feels these agreements are discriminatory against those
2 who don't want to belong to union.

4 Elia Gomez, Unite Here Local 2850, Santa Rosa, works at the Sheraton laundry
5 department. She is diabetic, and before she worked at the Sheraton, had no
6 health insurance. Without coverage, the insulin she needs every day is extremely
7 expensive. Now she had good work and good insurance and can sleep at night.

Kathy Windfield, Unite Here Local 2850, Santa Rosa, told Council everyone wants
10
job security and to be treated fairly. She has worked at the Groton Casino since it
11
opened. Recently, she said, the Groton Resort has agreed to make their
12
employees' jobs good ones with a living wage and health care benefits. Unite
13
Here wants to make sure that employees of the proposed hotel in the Riverfront
14
project are provided the same.

Randy Bryson, Rohnert Park, Business Representative for Operating Engineers
17
Local 3, supports the project 100%, and also supports local hire and the local
18
businesses that will be affected by this project.

John Galeofti, Rohnert Park, Operating Engineers Local 3, thought the EIR
21
presented was very good and thorough. He supports this project and wants to
22
see it move forward.

David George, Laborers' Local 324, Petaluma, said that the person who said they
25
spoke on behalf of the building trades should have spoken on behalf of their own
26
local union, as they don't speak on behalf of all the building trades. He added
27
that the Laborers' Union supports this project.

Eric Christen, Executive Director, Coalition for Fair Employment in Construction,
30
Sacramento, said the coalition was formed to represent the interests of both
31
union and non-union contractors around the state. He spoke in support of the
32
project, and urged Council to weigh the project on its own merits and not be
33
taken in by the efforts of some labor groups to use the CEQA process to delay
34
projects by voicing concerns about an EIR until a developer signs a Project Labor
35
Agreement, at which time the environmental concerns "mysteriously disappear."

Kevin Dayton, President and CEO, Labor Issues Solutions, LLC, Roseville, spoke of
38
what he termed abuse of the California Environmental Quality Act by groups that
39
are seeking economic concessions from developers. He feels that those
40
expressing concern with this EIR will only be satisfied when a Project Labor
41
Agreement and Community Benefit Agreement are signed by the developer.

Hsalmar Hake, "Union of People Living on Oak Hill," Petaluma, said people are
44
very concerned about the size and scope of this project.

Frank Cuneo, Petaluma, is the Apprentice Coordinator for sheet metal workers in
47
this area, and told Council they should be concerned with substances used in the
48
past on and near the project site. He urged that the project not be approved
49
pending further investigation.

Ken Kreischer, said he is a local contractor and it is time for developers,
52
municipalities, and the taxpayers to stand up to CEQA abuse and out -of -area

1 law firms that are giving false positions of concern for the environment until labor
2 agreements are signed. He urged Council to move this project forward.

Dave Corkill, Cinema West, Petaluma, said he is a local business owner and
5
resident who support the project and believes the City has nothing to gain by
6
delaying project approval for further environmental review because those groups
7
expressing concerns about the EIR will never be satisfied with that alone. He
8
urged Council to approve the project and move on.

Greg Sabourin, Petaluma Small Craft Center, Petaluma, said his group is a local
11
non-profit working to improve river access and has been working with the city
12
and Basin Street Properties for close to 10 years to develop a suitable site for a
13
community boat house. He stated that Petaluma Residents for Responsible
14
Development, the group expressing concerns about the boat house, has never
15
contacted PSCC about any concerns, and he believes this is simply a tactic to
16
delay project approval.

Dick Herman, 101MFG, thinks it disingenuous to hold up a project that would
19
create more housing in an area that needs it.

Rick Whisman, Petaluma, spoke in support of project. He does not think it should
22
be delayed.

Cary Dacy, Petaluma, Development Director, Boys' & Girls' Club, spoke in support
25
of Basin Street Properties and their support of organizations in the area, including
26
the Boys' & Girls' Club.

Todd Mendoza, Petaluma, urged Council to approve the EIR for this project as the
29
city needs this range of mixed-use and housing. Petaluma's housing shortage is
30
severe and drives the cost of rentals up. Delaying the project will only exacerbate
31
the problem.

Cathy Boostani read a letter from Dev Goetschius, Executive Director, Housing
34
Land Trust of Sonoma County, Petaluma, which spoke in support of Basin Street
35
Properties and their many contributions to the community.

Gary Imm, Petaluma, said Petaluma has been blessed with many creative
38
companies, but not all of them had both a vision and a plan and were willing to
39
receive the input of the community and modify their vision and plan. Basin Street
40
Properties does that and then assembles the best professionals they can and
41
completes their projects as advertised and on time. Very few companies have
42
given more generously to the community than Basin Street Properties. He urged
43
Council to take advantage of this "opportunity to partner with one of the best
44
companies that he has seen in Petaluma."

Mike Johnson, CEO, Committee on the Shelterless (COTS), Petaluma, is very
47
impressed with the project and is confident Basin Street Properties will follow
48
through on all their commitments. He said he works with thousands of people who
49
would be grateful for any job and this project will bring many.

"This document shall serve as notification that you have purchased property or

which connects to the "Southern Crossing", a bridge identified in Section 5.3 of
the General Plan 2025, intended to reduce traffic congestion along the D Street
and Washington Street corridors. The construction and operation of the Caulfield
Lone Extension may cause off-site effects including without limitation, noise, dust,
fumes, and light any time of night or day. This statement is notification that these
off-site effects are a component of the planned circulation improvements in the

Modify Condition #62 (formerly Condition #60) to read:
Final Park designs shall be reviewed and approved by the Parks and Recreation
Director and Planning Manager upon recommendation of the Recreation, Music
& Parks Commission, prior to Final Map approval. The Riverfront Park shall be
reviewed and approved by the State Lands Commission prior to City approval.
Add Condition #63:
The playing field for the Parcel A (Active Park) may be a natural grass surface
planted with Bermuda Grass or other similar low water use natural grass. The
development of the field shall employ smart water control technology to
minimize water needs and have a wire mesh barrier installed to minimize gopher
and other varmint intrusion.

Prior to Final Map approval, the applicant shall contribute $125,000 to the City of
