CITY OF PETALUMA PLANNING COMMISSION
APPROVING SITE PLAN AND ARCHITECTURAL REVIEW
FOR HANSEL TOYOTA EXPANSION LOCATED AT 1125 AUTO CENTER DRIVE
Project File No: PLSR-14-0009
WHEREAS, Henry Hansel submitted an application for Site Plan and Architectural Review
for expansion and remodel of the existing building and site located at 1125 Auto Center Drive
(APN 150-020-035, -034 and -033) for the purpose of expanding the automobile dealership (the
"project"); and
WHEREAS, the project has been reviewed in compliance with the California
Environmental Quality Act (CEQA) and has been determined to be categorically exempt as a
Class 32 infill project meeting all applicable criteria as outlined in CEQA Guidelines; and
WHEREAS, on July 10, 2014, a Notice of Public Hearing was published in the Argus -Courier
and mailed to all residents and property owners within 500 feet of the project; and
WHEREAS, the Planning Commission held a properly noticed public hearing on July 22,
2014 in accordance with the City of Petaluma's Implementing Zoning Ordinance, Section
24.01 OF.
NOW THEREFORE, BE IT RESOLVED that the Planning Commission hereby approves the Site
Plan and Architecture Review for the project and authorizes construction of site improvements
for the project contained in said plans based on the findings made below and subject to the
conditions of approval attached as Exhibit A and incorporated herein by reference:
The proposed project, as conditioned, will not constitute a nuisance or be detrimental to the
public welfare of the community because it will be operated in conformance with
performance standards specified in the Uniform Building Code, the Auto Center Planned
Community District (PCD), the Petaluma Implementing Zoning Ordinance, and the City of
Petaluma General Plan 2025.
2. The project is consistent with the General Plan 2025 community commercial land use
designation and applicable goals, policies and programs. The Toyota expansion project is
an infill project that increases the intensity of the existing dealership similar to other
dealerships in the Auto Center and continues to support the intensification of employment
centers by expanding the existing dealership operation and associated office functions. As
conditioned, the proposed project strengthens the visual character of the site as seen from
both Highway 101 and Auto Center Drive in that it accomplishes a contemporary design
with quality materials and an enhanced color palette.
The proposed project, as conditioned, is consistent with the development requirements,
operational characteristics, and architectural guidelines outlined in the Auto Center Planned
Community District (PCD) in terms of setbacks, construction materials, signage, lighting,
parking and landscaping.

4. The proposed project, as conditioned, is consistent with the standards for Site Plan and
Architectural Review outlined in Section 24.010 of the IZO in the following ways:
a. The proposed expansion and remodel includes enhancing the north and east facades of
existing dealership with metal panels and clear glass windows expressing a new modern
and contemporary scheme in keeping with surrounding auto dealerships and business
park. The painting of the existing building to complement the addition unifies the site
architecture bringing about a "uniformity of design integrity."
b. The proposed project reflects the desire of the Toyota Corporation to update their
facilities and effectively express a contemporary theme. The horizontal architectural style
is appropriate for the site and the red accent band reinforces the form, similar to other
dealerships in the Auto Center.
c. The proposed addition on the east side of the building including the curved translucent
entry portal brings the building closer to the front property line on Auto Center Drive but
maintains a generous front setback. The building position on the site is consistent with the
surrounding dealerships and provides adequate parking and landscaping in front.
d. The signage includes one wall sign for Toyota on the eastern fagade and one for Scion
on the southern fagode of the corner lot. The wall signs which may consist of words and
logos will be internally illuminated or in the case of the portal, illuminated by the light
behind the translucent glass panels. The signs are consistent with those of surrounding
dealerships.
e. The expansion and remodel does not overwhelm the existing structures on the site as it is
not as tall. All structures including the canopy over the detail area have compatible
finishes.
f. New landscaping with irrigation will replace that removed due to expansion and
construction on the north and east sides of the addition. The plan includes a variety of
low water using trees, shrubs and groundcover and no turf that will enhance the entry
drive and provide shade in the reconstructed parking area on the north.
g. Access proposed for the site includes a relocated driveway entry that leads to the sales,
service and display areas as well as enhancements to increase public safety. Bicycle
parking facilities and pedestrian improvements were added.

SPAR CONDITIONS OF APPROVAL

Planning Division:
1. This Site Plan and Architectural Review approval authorizes expansion and remodel of the
existing Hansel Toyota Automobile Dealership building and parking and temporary
sales/office tent structure as shown on project plans dated stamped July 10, 2014.
2. Plans submitted for building permit review shall be in substantial conformance with the Site
Plan and Architectural Review approval and those plans on file in the Planning Division date
stamped July 10, 2014 and the color board submitted May 1, 2014, except as modified by the
following conditions.
3. Prior to the issuance of any development permit, the applicant shall revise the site plan or
other first sheet of the office and job site copies of the Building Permit plans to list these
Conditions of Approval as notes.
4. Prior to issuance of a tent permit for the temporary sales tent, the applicant shall comply with
all requirements of the permit to the satisfaction of the Fire Marshal.
5. The existing modular structures located on parcel 150-020-034 for more than 90 days and
that are out of compliance with the PCD shall be removed prior final inspection.
6. Plans submitted for building permit shall include a detail of the exterior light fixtures, the new
wall -mounted and directional signage, the surface finish of the display pad, and the bicycle
racks for staff review and approval.
7. Prior to the issuance of sign permits, all unapproved signs, banner, flags shall be removed
from the site. Only signage permitted by the PCD and for which a sign permit was received
shall remain.
8. Construction activities shall comply with performance standards specified in the
Implementing Zoning Ordinance Chapter 21.040.3 and the Petaluma Municipal Code
Sections (noise, dust, odor, etc.). Construction is prohibited before 7:00 a.m. and after
10:00p.m. daily except Saturday, Sunday and State, Federal or Local Holidays, when the
prohibited hours shall be before 9:00 a.m. and after 10:00 p.m.
9. The project shall be subject to all applicable development impact and other City fees at the
time of building permit issuance.

10. The applicant shall defend, indemnify and hold harmless the City and its officials, boards,
commissions, agents, officers and employees ("Indemnitees") from any claim, action or
proceeding against Indemnitees to attack, set aside, void or annul any of the approvals of
the project. The applicant's duty to defend, indemnify and hold harmless in accordance
with this condition shall apply to any and all claims, actions or proceedings brought
concerning the project, not just such claims, actions or proceedings brought within the time
period provided for in applicable State and/or local statutes. The City shall promptly notify
the applicant/developers of any such claim, action or proceeding. The City shall cooperate
fully in the defense. Nothing contained in this condition shall prohibit the City from
participating in the defense of any claim, action, or proceeding, and if the City chooses to
do so, applicant shall reimburse City for attorneys' fees and costs incurred by the City.
11. Provide protective fencing around the dripline of existing trees in the vicinity of the
construction area to protect the roots from compaction during construction. Adequate tree
preservation measures shall be included in building permit plans.
12. The repainted freestanding light poles and new luminaires shall not exceed 22 feet in height
from finished grade, as required by the PCD.
13. The applicant shall submit a sign permit for all new signs prior to installation and in
compliance with the requirements outlined in Auto Center PCD, including a maximum of six
square feet of sign are for directional signs ("service").
Building Division:
14. Prior to building permit issuance, the plans shall conform to CalGreen Modified Tier 1
including landscape water.
Department of Public Works (Engineering Division):
The Department of Public Works and Utilities has reviewed the reference plans dated 05/22/14
and requires the following conditions of approval to be addressed at time of building permit.
15. Provide final, construction level storm water calculations showing no net decrease in existing
storm water detention areas.
16. The project shall comply with the City's Phase II Storm Water Treatment Regulations including
the newly updated (as of July 1, 2014) erosion and sediment control plan requirements.
Complete the City's "Construction Erosion and Sediment Control Plan Applicant Package"
and submit with the building permit application, including post construction Best
Management Practices (BMP's) with a preference for vegetated swales/bioswales.
17. Provide proposed water use/plumbing calculations.
18. The proposed addition will trigger additional capacity fees which will be due prior to
issuance of a building permit.

19. Proposed irrigation and landscaping shall comply with the City's water conservation
ordinance.
20. All portions of broken, displaced, cracked sidewalk sections along the street frontage shall
be removed and replaced with sidewalk per City standards.
21. Provide signed and sealed grading, drainage and utility plan with the building permit
application.
22. An encroachment permit is required for all work within the public right of way.
Fire Marshal:
23. Any alternation to the existing fire sprinkler system including the removal, addition,
relocation, replacement, etc. of 7 or more heads) requires approved plans and permit from
the Fire Prevention Bureau prior to work commencing. The owner/contractor shall submit a
permit application with three )3) sets of plans, cut sheets, and calculations for
extension/alteration of the sprinkler system. This system must comply with NFPA 13.
24. The "new" 30 foot driveway appears to be in the approximate location of one of two
existing driveways which are gated and have padlocks. Your drawings don't show the
exact location of either existing driveway. Please be advised, you can close the "existing"
driveway as indicated on your plans, concur the "new" 30 foot drive is acceptable, but we
are requiring that you maintain the 2nd most northerly gated driveway for access into the
expanded "car lot." As mentioned, your plans currently do not show this access but you
must maintain the full width and no cars will be allowed to park in front of this access. To
expedite the process, we request written acknowledgement and a simple drawing showing
the location of the 2nd gated driveway without the cars.
25. There is "bump out" )assumed landscape planting area) opposite the west side of the
Service Drive. This may need to be reduced by 2 feet and no parking shall be allowed
immediately west of the bump out. We reserve the right to check and require adjustments as
necessary to maintain emergency ingress/egress.
26. Remove the "U" shaped curbing located in the egress path towards Auto Center Drive.
Standard Site Plan and Architectural Review Conditions:
27. In the event that archaeological remains are encountered during grading, work shall be
halted temporarily and a qualified archaeologist shall be consulted for evaluation of the
artifacts and to recommend future action. The local Native American community shall also
be notified and consulted in the event any archaeological remains are uncovered.

28. All exterior lighting shall provide a "soft wash" of light against the wall and shall be hooded
and directed downward with no direct glare into bicyclists' or pedestrians' eyes, and shall
conform to City Performance Standards.
29. The site shall be kept clear at all times of all garbage and debris. No outdoor storage shall
be permitted.
30. All planting shall be maintained in good growing condition. Such maintenance shall include,
where appropriate, pruning, mowing, weeding, cleaning of debris and trash, fertilizing and
regular watering. Whenever necessary, planting shall be replaced with other plant materials
to insure continued compliance with applicable landscaping requirements. Required
irrigation systems shall be fully maintained in sound operating condition with heads
periodically cleaned and replaced when missing to insure continued regular watering of
landscape areas, and health and vitality of landscape materials.
