~housing. This~proposal wi1T contain infor~nation regardinq the
Consultant's philosophy.of :~eusing Element pre~ara~ion, a
: recomme:nded work program, time schedule and budget.
tlncerstandinq os the Issues
~ The.Housing,Element is consi~ered an i:~tegral ~art of ~he
Genera'l Bla`r., It was mandated~ by the State along with the
first f,ive elements or a General P1an. The Ho.using ~le:r.ent
Guidelines ori~inally adapted=ny the Cotnmission of uousing
and Community Development in I9~71 were advisory guidel;aes
; ~or cities arid counLies preparing~a Housing Element. Recog-
` nizing ~the now-eVicent housing crisi:s, 1_he Guidelines aere
rev.ised a~nd adopted in 1977 un~er Title 25, Chapter 6; o.f
the California Administrat"ive C'od'e. ~
The re'cent ~assage of,AB 2353, also known as the Roos 3i11,
~ on August 31, 1980, ~1ace~ most cf the requirements of +-~e
Hous~i~-~g Elemer.t Guidelines (1977) into statute. Eac?~ local

low, moderate and above moderate.inccme housizg units needed
over a five year ~period and is~ used to set anr.ual needs satis- ~
faction targ.ets. Tfie~fair share also.takes i°nto~account e~ploy-
ment opportunities and housing av~ilability. .
~fter establishing and, r,elating ~:^.e commu~itv' s~ neeCS an~ rair
~ share allocation; an analysis oi adec~uate si~es and :narket and
t governmental constraints is necessary: ~lso, the existing hous-
ing goals, objectives and policies must ~e reviewed and updated.
~ , This~process would be' done aith Planning Staff input. While
citizen ~articipation ~is consiuered an :important part of the
entire Housing Element update process, time constraints make
participatien more gra:ctical dur,ing the stu~y sessicn and ~ublic
~ hear.ing ~rocess. The ext`n.t of citizen participation can vary
deper.di~g on tne City' s needs;. Following the identif ica~tion of
goals, onjective,s arid po.licies; the Consuitarrt, in conjunction
with-Staf,f, shall con-sider the most feasible range: of progsams
available to ~impl.ement the goals and: polic~ies and ad~ress the
~identiried needs. Dependin5 on the constrainLS.i~entified and

designed to meet slightly over 5'~ of the identified need annuall~,
