JoDirector, Public Works and Utilities Larry Zimmer"F.E. — Capital Improvements Division Manager SUBJECT: Resolution Authorizing Award of Contract for the Park Place Well Replacement Project It is recommended that the City Council adopt the attached Resolution Authorizing the Award of Contract for the Park Place Well Replacement Project. BACKGROUND The Restructured Agreement for Water Supply between the City and the Sonoma County Water Agency establishes a local production capacity goal that local agencies maintain the ability to deliver up to 40% of the average day of the maximum month water demand in case of emergency and drought to meet the local production capacity goal the City's current budget contains. CIP project # C67401201 has been created for well construction and repair to improve and maintain the City's potable water well system. The Park Place Well Replacement project is the FY 14-15 work identified for this CIP project. The Park Place Well Replacement Project will replace an abandoned well at the existing well site. A new well will be drilled, cased and tested before installing new well pumping equipment with an anticipated capacity of up to 400 gallons per minute. This would add about 5% of the summer average demand towards the goal of reaching 40% total local supply. The project location is shown on Attachment 2. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits." DISCUSSION Staff prepared the project design documents and issued a Notice Inviting Bids on July 23, 2014. On August 27, 2014 one bid was received as follows: Name of Bidder Bid Total Weeks Drilling and Pump Co $448,818 Lowest Responsible Bidder Engineer's Estimate $ 370,000 The lowest responsible bidder, Weeks Drilling and Pump Co, has performed similar projects for the City of Petaluma, City of Santa Rosa, and the County of Sonoma. Staff verified that Contractor possesses a valid Class C57 California Contractor's License, license number 177681, which expires on November, 30 2016, that qualifies Contractor to perform the work. Construction is scheduled to begin in October 2014 and to be completed in March 2015. Construction management and inspection will be conducted by City staff and West Yost Associates. The project was designed by City staff without reliance on consultants except for geotechnical and geological specialists. City utility personnel will assist in construction of the project by providing electrician and pipe installation services. FINANCIAL IMPACTS The total project budget for FY 2014/2015 for the Well Construction and Repair Project (C67401201) is $600,000. Location Map Attachment 1 RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR THE PARK PLACE WELL REPLACEMENT PROJECT WHEREAS, City staff has prepared construction bid documents and advertised for construction the Park Place Well Replacement Project, Project Number C67401201, ("the Project"); and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the Project was bid on July 23, 2014, and one bid was received and opened on August 27, 2014 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Weeks Drilling and Pump Co. from Sebastopol, CA for $448,818; and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that Weeks Drilling and Pump Co. possesses a valid California Contractor's License, Class C57, number 177681 that qualifies Contractor to perform the Project; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act (CEQA) and Title 14, the California Code of Regulations ("CEQA" Guidelines"), Section 15302, because the Project consists of replacement and reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity; and WHEREAS, the funds made available are in the 2014/2015 water system budget. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: I . In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives any and all non- conformance in the bid of Contractor for the Park Place Well Replacement, Project Number C67401201 and finds the bid of $448,818 to be the lowest, responsive bid and further finds that Weeks Drilling and Pump Co. is the lowest responsible bidder. 2. Awards the contract for the Park Place Well Replacement Project, Project Number C67401201 to Weeks Drilling and Pump Co. in the amount of $448,818, the amount of the lowest responsive bid, conditioned on Weeks Drilling and Pump Co. timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 3. Directs staff to issue a notice of award to Weeks Drilling and Pump Co. 4. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by Weeks Drilling and Pump Co. of the signed project contract and all other required document, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4 Attachment 2 PARK PLACE WELL REPLACEMENT PROJECT NO.
