~ IMPACT REPORT.
BE;IT RESOLVED by the Council of the City of Petal~na:
Wf~REA.S, the Califoriiia Erivirorimental Quality Act of 1970, as amended, provides
that all local agencies.shall prepare,, or cause to be prepared by coritract, and
certifyithc adoption of an L'nvirorimental Impact Report prepared in the manner therein~
on any project intended to be carried out or approved, which Fnay Yiave a
effect on the envirorunent; ancl.
WHE;Rr~AS, the EYivironmentaL Impact Report for the Old Adobe/Frates Ranch Project
was publ'isiied in April, 1981; and, `.
~~REAS, the Planning Conm~ission after noticed!public hearings held on July 14,
August 4, and August 11, 1981 reco~nnended that the Environinental Ii~act Report be
forwardecl to the City Council for final certification together with comments made at
the public hearing and responses thereto:
NOW,;, THEREFORE, BE IT.:RESOLVED by the Council of~the,City of Petaltuna that the
dociunents comprising the Final Environmerital Im~act Report, and written comments
received~thereon and the responses thereto, together with a list of persons,

organizations and public:agencies c~riting and comme:nts reeeived thereon and the
responses thereto, are.thereby deternlined to constitute the Final unvironmental
Impaet Report for the Old Adobe/F.rates Ranch Projeet; arid,
BE IT FURTHER RESOLVED that, the City Council of the City of Petal~na;does
herby certify and approve said Final Environmental Impact Report and°in connection
with this approval makes the follawing findings pursuant to State and Loca1 Guidelines:
l. iThe Firial EnvironmQ~ta1 Impact Report for the Q1d,Adobe/Frates Ranch Project
adequately ~valtiates the project's=-i~act iipon the Pxivironment ;and has been cc~npleted
in accordance with the California Environmental.Quality Act and in accordance with
the Guideliries for I~le.me.ritation of ~;said; Act .prescribed by the State of California
Secretasy of Resottrces .and with the Local Guidelines '~l~ie.nting the California
Environmental Qual~ity-Act adopted by the Council:of ~1ie City of Petaltuna;
2. The.City Couricil.hias reviewed an~ considered the information.in said Final
Environmental_ Impact Renort; arid that qualified consultants have:.prepared the Final
Envir-onmQ_ntal Im~act:Report~; and the City Council has reviewed„the.erivironmental
doclmlents applicab'le to the recorrur~ended project;

-. 3. Approval of the~proposed Project will have both~direct and indirect effects. ~

~ 4. There are certain significant adverse impacfs which cannot be avoided if
the recqmmP.nded projeet is implemeiited, and these impacts are noted in the Final
Envi.ronn~ental Impact Report;
5. A.n~rd~er of proposed mitigation measures which can be implemented to
miniunize .envirorunental inipacts of the~ proposed Old Adobe/F,rates Ranch Project have
been ide.ntified in the Final Environrnental Report. At this time it is the intention
of the City Council to uridertaJce these mitigation measures'to'the extent feasible,
as identified in the°Final Envir-onmental Ii~act:Report as the pro.ject is ~mplemented; ~
6: The Final EYiviroru~ntal Impact Report adequately descr--ibes ali possible
alternatives to the proposed project, as well as~all significant irreversible
environ ~ntal chanc~es whieh would be invol~ed in the proposed action should it be
implemented; . .
7. 4The Final Environm~ntal Impact Report ad~uately describes the ctunulative
and long,term effeets of the proposed project wh:ich m:igYit adversely affect the state
of -t,he environment;
8. The Final Env%ronm~.rital Impaet Report adequately addresses the growth
inducing: in~acts of the- proposed .projeets.
