EXHIBIT B
Statement of Overriding Considerations
The following unavoidable irreversible adverse impacts will occur as a result
of approval of the Old Adobe/Frates Ranch Project:
l. Projected year 2000 exceedence of (a) The local 8-hour carbon monoxide and
(b) The 1-year nitrogen dioxide standards established by the San Francisco
Bay Area Air Quality Management District, and Increases in other air
pollutant levels.
2. Ultimate conversion of approximately 515 acres of productive agricultural
land to non-agricultural uses.
The City Council is willing to accept the above stated unavoidable, irreversible
uripacts~for the follawing reasons:
l. The Project will provide additional housing required. to accommodate future
planned growth.
2. The Project will provide an expanded local e~loyment base thereby reducing
the n~unber of outcommuters and offering future residents employm~nt
opportunities within the Petal~na Co~rnznity.
3. The Project will provide long term opportunities for land application of
treated wastewater and thereby reduce potential pollution of the Petaltuna
River.
4. The Project will provide a pern~anent open space buffer between agricultural
and urban land uses.

EXHIBIT C
The significant effects which have been identified in the Old Adobe/Frates
Ranch Project Environmental Impact Report and which are attributable to the
proposed General Plan Environmental Design Plan Amenc~nent include:
l. F~pansion of the planned urban (non-agricultural) area of the City of PetalLUna
by approximately 410 acres.
With regard to the above significant effects the City Council hereby finds that
special economic and social considerations make infeasible the mitigation ~asures
or project alternatives identified in the Final Environmental Impact Report.
The facts supporting the above finding are as follows:
l. The Project will provide additional housing required to acc~unodate
future planned grawth.
2. The Project will provide an e~anded local emplo~nnent base thereby
