~ A RESOLUTION OF THE CITY OF ~'ETALLTP~IA MAKING APPLICATION
. TO THE SONOMA COUNTY LOCAL AGENCY FORMATION CO~IISSION
REQUESTIN.G INITIATION OF PROCEEDINGS FOR A REOGANIZATION
PURSUANT TO THE DISTRICT REORGANIZATION ACT OF T965.
(OLD ADOBE/FRATES RANCH)
WHEREAS, pursu.ant to the District Reorganization Act of 1965,
commencing with §56000 of the Government Code, and affected City,.
as~therein defined, may, upon resolution adopted by its legislative
body, make a proposal for reorganization and request in~.tiation of
pro~ceedings therein; and
41HEREAS, the City of Petaluma is an "affected city" for a re-
org;anization proposal which contains territory propoaed to be re-
organized as a~part of said reorganization.
, NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby
proposes, defines, declares and requests as follows: '
" l. The City Council of the City of Petaluma, as the legislative
bod;y for an affected city, does hereby make a proposal for reorgani-
zation pursuant to tYie District Reorganization Act of 1965, and does
hereby request proceedings pursuant to such Act.
2. The reorganization shall consist of the inclusion, addition
and annexation of the following Assessor's Parcels to the corporate
bound`aries of the City of Petaluma:

The Old Adobe/Frates.Ranch Final ~viroru~ntal Imnact Report identi-
fied.significant potential air quality effects resulting from the proposed
. project.
i~These effects were considered in City Council Resolution.No. 9265 N.C.S.

dated August 24, 1981 wher-ein a statement of overricling considerations was in-
cluded.

2 ) ~ Water
I Effect - Increased Surface Runoff and Sedimeritation. Site sedimentation
characteristics, whiie.not severe, are important because of the potential for ~
a significant~ctunulative sediment discharge due to the large site area. Sedi-
ments would be transportec7. into the local and regional drainage nets, ultimate-
ly 'entering Sari Francisco Bay via the Petaltuna River.
'~ Effect - Potentials for Flood~ng and Degradation•of Onsite.Stream
Channels. Increases in surface runoff fran paved:.surfaces and buildings would

increase flows in Adobe and Ellis creeks, .thereby increasing potentials for sea-
sonil flooding and stream channel erosion, and, as a resul.t,.i.ncreasing long-tezm
sedimentation attributable to the project.
j Effect - Long-Term Water Quality Iittpacts. Local surface water quality would
be influenced in the~long-term by 2 factors; increased.pollutant loads in run-
off.from added urban surfaces. Urban pollutant loadings originating from
project urban su~aces and golf course fertil.ization could increase the,total
Petaltuna R:i_ver~ loadings by about 5 percent.

flect findings of said investigatioris have been required as a condition of the
Planned Co~nunity Develop~nt prezoning. Investigation and.any plan modifica-
tion required would be ccxnpleted prior .to issuance of any grading or building
permit.

alternatives would be construction.of localized channel proteetion devices,

~ re~val would occur~at the,junction of E11is Creek and its tributary where
a rialignment of the channels is proposed.
