'I'hese riionies are only available during` FY 1981-82. ~ . , ' Presently the city ooritraets wi'th the Petaltm~a Peoples Service Center :(PPSC) ~for limited paratransit~serviee .~'This contract expires June 30, 1981. The city pnmvides the vehicle, maintenance, insurance, fuel,,.etc. for an eight passeriger van which is not equipped with`a wheelchair.lift. The city's annual o~st is approximately $7,500..00';and curr"ently funded'by TDA. PPSC provides the driver-,; the dispatcher anel' oversees 'the operation. PPSC:also operates another non fully accessixile ~~van -wYi.ich is ~funded by the Council. on Aging. This funding will terminat~>June 30; 1981 with no,monies available after that date. , - PPSC has sul~nitted a proposai for a. dem~nstration program which is outlined in the'attached l'etter, d'ated May~.26s; 1981, from'Robin Schaef, ~ecutive Director. The service area woi~?ld be specifically l~mited to the city limits and tYie program for a one year demoristration. Their.proposal would provide fuYly accessible.'trarisit, service~ on a demaiid responsive basis; to the citizens o£ Petaltuna. . It could al"so serve areas ~withi"n. our fixed :route system wh:ich e~rienee extr~nely Tow ridership i.e. ;Leasure I~ake l~iobile~ Home'Park, LittYe Woods Ntobile~ Park, ete. The effort of, the fixed ,route: ~sys"tem can.~fhen be directed to~aards areas where ~w.e have overloads ~and peaking;. _ ~ ~ ~ ~ . ~ ~ ~ ~ . ~ ~ ~PPSC presently,e~eriences a total,d~mand for 24~one way trips'per day.-_ Trarisportation ~denaiid is. iri tlze follaairig categories'; .Meclical 34%, Shoppirig 8 0 Recreation, etc. 58%.. All:of these clients are in the categor-ies~of elderly or handicapped. With a wheelchair lift,and a larger vehiele their trip demand arid . , -. service cagability slioul'd ;iricrease siibstantially. - .~2. page 2 of 2 June 15, 1981 ~Volunteer driver re~mbursement is also included in the PPSC proposal. This.is an extr~nely cost effective.rnethod of providing transportation. The driver,is only reimbursed expenses at a rate of .25G per mile. This relieves the bus from making special trips for just one or tWo riders. The city has Several options for acguiring a fully accessible paratransit vehicle. We could go out to bid for a new wide body van, capable of carrying 12 passengers and t~ wheelchairs, it would cost approximately $35,000 with a 90 to 120 day delivery time;. We have also been advi:sed that the County of Sonoma~presently has a used Mercedes--Benz bus with a wheelchair lift. Its a 1977 model with 67,000 miles and in good,running condition. It seats 14 passengers and carries two ~aheelchairs: The oounty will make a decisibn, within the next month,~on whether or not the vehi:cle is adequate for their use. If not, we may be able to purchase it for $10,000 to SL5,000. This vehicle would be compatible with our present fleet, inventory and maintenance system. ; lb% fare box recovery is required for non iarban serviee of this nature (STA-TDA_Regulations.) M'I'C does allow a grace period during the initial start up. A dollar fare is recca~anended. No disoounts would be given i:n as much as the elderly and Yiandicappecl .woulel constitute a majority of transit patrons and the service:~level would be extremely high (i.e. door to door.) Records would be maintained, wh:ich would detail type of trip, origin and destination, trip length and other pertinent data. `This infoYmation will be utilized in reviewing the program, its cost and its benefit. If the council decides to conduct~the program as outlined, it is recommended that 1)i the present oontract with PPSC be extended, so that there would not be a gap in~the communities paratransit service and 2) that+staff be authorized to purehase a paratransit vehi'cle, pre€erably the usecl bus frcxn the County of Sorioma, and implement the program as outlined.
