Mobilehome Parks: Each approved mobile home park shall pay a connection fee of $60~.00 for each mobilehome connection D. Recreational Campgrounds: Recreational campgrounds, defined as an area for transient occupancy by camper-trucks, house-trailers, motor-homes, hikers with tents, and the like, shall pay a connection fee as shall be determined by resolution of the Council. The applicant for such a connection shall furnish the Director of Water Pollution Control such information as he requires relative to the type and amount of waste matter expected to be discharged. The Director of Water Pollution Control shall then report to the Council the effect of such discharge and his recommendations as to the fee to be charged. E. Industrial Users: The connection fee shall be determined in each individual application by the Council upon the recommendation of the Director of Water Pollution Control. SECTION 2 WAIVER OF FEE UPOfJ RECONNECTION: Any applicant for sewer service whose premises were once connected to and served by sewer collection facilities shall be entitled to have his premises reconnected to the sewer system without the requirement of paying a connection fee; provided, the application has been received within five years of the last disconnection and is an application for the same type of service as previously In the event the applicant requests a connection for a service other than that which existed at the time of disconnection (and the application is made within five years of disconnection), the applicant shall receive a connection fee credit equal to the connection fee applicable to the former existing connection. SECTION 3 CONTRIBUTION TO INSTALLATION COSTS In addition to the connection charges levied by SECTION:.l, an applicant for connection to the City sewer system who desires to connect to a sewer main extension, which extension has been installed or paid for by someone other than the applicant, shall be required to pay a fee based upon the total cost of installation of the sewer main extension and in proportion to the applicant's -2- Reso, 9216 2 af 5 acreage and/or front footage in accordance with a formula established by resolution of the City Council. It is the intention of this section to require the applicant for sewer service connection to pay his fair share of the costs of the installation of the sewer main extension which was previously installed at the expense of another. SECTION 4 SEWER ZONES AND ZONE FEES The City Council shall have the authority to establish sewer zone areas by resolution whenever, in its judgement, engineering requirements sewer construc- tion costs, assessment districts or other factors create the need for an equalization of fees among those to be served by sewage facilities. The resolution establishing the zone or zones sha]1 describe the zone an~ shall establish such fee or fees, in addition to any other fees due by this Resolution, as the Council deems appropriate. SEC7ION 5 EQUALIZATION OF COSTS - STATEP1ENT Whenever a Zone is established in order to equaliz~ costs by reason of construc- tion of a sevaer main extension through assessment district or like proceedings, the~property owners within such Zone or Zones shall furnish and file with the Director of Public Works a written statement indicat.ing that the property owned by him has been assessed for the construction of a sewer main and shall indicate the amount of the assessment. The description of the property shall be filed with the Director of Public Works and be made a part of the records of the City. The amount of the assessment shall be considered a benefit to the property and that benefit shall run with the property SECTION 6 SEWER SERVICE CHARGES A.
