MAKING APPLICATION TO THE LOCAL AGENCY FORMATION
COMMISSION (LAFCO) TO INITIATE PROCEEDINGS FOR
REORGANIZATION OF A 5-A.CRE PROPERTY KNOWS AS
THE BAKER RANCH PROJECT
TO BE LOCATED AT CORONA ROAD AND ELY ROAD, APN 137-070-09
PURSUANT TO THE
CORTESE/KNOX LOCAL GOVERNMENT REORGANIZATION ACT OF 1985
WHEREAS, after public review and input, the City Council adopted under
Resolution No. 2002-020 N.C.S., the Mitigated Negative Declaration for the Baker
Ranch Project; and
WHEREAS, in order to implement the project it.is necessary to annex property
known as Assessor's Parcel Number 137-070-09;
NOW, THEREFORE BE IT RESOLVED that pursuant to the Municipal
Organization Act (Government Code 35000 et seq) the Petaluma City Council hereby
supports application to the Local .Agency Formation Commission of Sonoma County for
a proposed reorganization as follows:
An Annexation of a 5-acre parcel known as Assessor's Parcel Number 137-070-
09 to the corporate boundaries of the. City of Petaluma;
Said territory is developed with a single residence and associated outbuildings,
and is comprised of approximately five acres, as described on the Baker Ranch Tentative
Map.
BE IT FURTHER RESOLVED that the reasons for the requested reorganization
are:
1. The property is contiguous to the City and is within the adopted Sphere of
Influence and General Plan Urban Limit Line of the City of Petaluma.
2. The City .has completed an environmental review process for the area culminated
in the approval of a Mitigated Negative Declaration.
3. The owner of said property has initiated said annexation.
4. By Ordinance No. 2128 N.C.S., the City of Petaluma has prezoned the affected 5-
acre property to R1-6500, Single Family Residence District.
5. The annexation is consistent with the objectives and policies of the General Plan,
as documented in the ordinance to prezone the property and the Resolution
approving the pre-Tentative Parcel Map for the Baker Ranch project.
6. This annexation will enable several provisions of the General Plan to be achieved,
including: orderly improvement of City infrastructure, preservation of the City's
Resolution No. 2002-022 N.C.S.
Urban Limit Line, and preservation of County land use including residential and
agricultural uses.
BE IT FUIZTIIEIZ RES®LVED that the requirements of the California
Environmental Quality Act (CEQA) and its Guidelines have been satisfied and
thoroughly addressed in the Mitigated Negative Declaration adopted by City Council
Resolution No. 2002-020 N.C.S., on February 4, 2002, and incorporated herein by
reference.
The City Clerk is hereby authorized and directed to file a certified copy of this
resolution with the Executive Officer of the Sonoma County Local Agency Formation
Commission.
Under the power and authority conferred upon this Council by the Charter of said City.
