SUBJECT: Resolution Accepting, Bids and Awarding. Contracts: to.the Lowest Responsible
Bidders for Furnishing .Chemicals for'Wastewater Treatment for Fiscal Year
2010/T 1 and Authorizing the City Manager to Sign'the Contracts on Behalf of the
City
It is recommended that the City Council.:adopt the attached.Resolution accepting bids and
awarding. contracts to the lowest responsible bidders for furnishing chemicals for wastewater
treatment for fiscal year 20:10/11 and ;authprizing the City Manager- to sign the contracts on
behalf of the City.

Large:quantities ofchemcals are used in the treatment; of wastewater at the Water Recycling
Facil~ty. These chemicals are~u"sed, in a number of different operations at the plant and are
necessary to meet the regulatory requirements which. gouern,those'processes. These chemicals
range~from coagulants used to xemove solids, to chemicals used to strip chlorine during the final
dechl'orinationproccss prior to reuse or discharge. The City,ofPet"aluma,is part of the North Bay.
Agency Chemical Pool (NBACP) with fourteen other agencies in Northern California. The
purpose of the pool is to obtain'the best possible pricing throigh.joint purchasing. Invitation to
bid was sent fo 20 chemical coixTpanies on May 6; 20`10. Sealed bids were opened on May 20,
2010"at Vallejo Sanitation-and Flood' Control offices.
A.Bid: Summary,. which lists. the bidders and bids for each chemical, as well as the NBACP's
Recommendation for FY,2010/11 Chemical Purchase is attached (Attachment 2). At the~bottom
of the bid summary is,'a,histgrica'T~ overview of costs for each chemical since inception°.oftlie
pool.:. Review, of the summary illustrates ,that over time, some costs have increased and others
have, decreased. These variances are affected liy transportation (fuel), raw material and. energy
costs. It: is important to note that the recommended. purchases are all'bid at prices that. are less
than the prior :year.,
With the; exception, of emulsion polymer,. all bids were administered through,the pool. For the
first .time this year the pool tried to bid emulsion polymer. Since emulsion polymer is a site

specific chemical that requires, rigorous pre_qualification trials, no bids were received from the . ,
,, , , ~venelors,, The Department. is working on a'separate bide proposal :for emulsion polymer.

After review of the bids, it is recommended to award contracts to the following lowest.

FINANCIAL IMPACTS
The FY 2010/11 wastewater operating budget for chemicals is $542,500 (.6600-66700-53020).
Based on the bids received the anticipated 2010-2011. cost for bid chemicals, excluding emulsion
polymer, is $255,739 plus applicable sales tax. This represents .a decrease in pricing, as
compared to FY 2009/10, ranging from 16% to 31 % per product.

7 WHEREAS, the City of Petaluma uses bulk chemicals in its operation of the Ellis Creek
8 Water Recycling Facility; and -

10 WHEREAS, the City of Petaluma joined the North Bay Agency Chemical Pool .
11 (NBACP) in the spring of 2009 Ito provide the best possible. pricing for the rate payers
12 reducing costs by $26,585 over. the private company that operated the Hopper Street .Plant
13 the first year the pool was utilized; and -

15 WHEREAS, NBACP member Vallejo Sanitation & Flood Control District conducted a
16 competitive bid process for bulk-purchase of numerous chemicals for: the Fiscal Year
17 2010/2011; and

19 WHEREAS, NBACP bid the chemicals on May 20, 201.0, and thirteen (13) bids were
20 received and opened in accordance with applicable law; and
21
22 WHEREAS, the lowest .responsive bids for the chemicals to-be purchased through
23 NBACP by the City ofPetaluma were:
