SUBJECT: Resolution Accepting Completion of the 2013 Sewer Manhole Rehabilitation
Project
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Accepting Completion of
the 2013 Sewer Manhole Rehabilitation Project.
BACKGROUND
To maintain and improve the condition of the City's wastewater system, the Public Works and
Utilities Department annually replaces or rehabilitates deteriorating sanitary sewer facilities
throughout the City. Many of the City's older manholes were constructed with brick and mortar.
The City currently has approximately 140 manholes in need of rehabilitation or replacement.
These brick manholes are a significant cause of infiltration and inflows (I&I) to the sanitary
sewer system due to the deterioration of interior surfaces and eroding mortar allowing ground
water to enter the sewer system. This project selected for rehabilitation 62 of the highest priority
sewer manholes in various locations of Petaluma using a specialized mortar and epoxy lining
system that is being successfully utilized in neighboring jurisdictions and throughout the San
Francisco Bay Area including in previous City projects. The manhole locations are shown on
Attachment 2.
Bids were opened on November 13, 2013. On January 6, 2014, the City Council awarded the
construction contract to H&R Plumbing and Drain Cleaning, Inc. of El Sobrante. CA in the
amount of $171,019.20. The one bid came in significantly lower than estimated due to staff s
lack of experience with this relatively new technology. Construction was successfully completed
in August 2014.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits."
DISCUSSION
The final construction contract cost is $183.065.40, which includes increases due to additional
night work required, additional depth of manhole to line, and the need to reconstruct some of the
manhole bottoms, which could not be fully assessed until the construction phase. Five additional
manholes were added to the original 63 included in the contract. Staff will continue assessment
of the remaining inventory of older manholes and plan to create a future manhole lining project.

The approved FY 2013-2014 Sewer Manhole Rehabilitation project budget (Project Number
C66501003) was $419,000. With the design, construction contract, final quantities, contingency,
construction management and inspection, the total cost for the project was $222,268, as shown in
following project breakdown:

At project closeout, all remaining funds will be returned to the Waste Water CIP find to be used
on future projects.
Following the acceptance of the project, the City Clerk will file a Notice of Completion with the
Sonoma County Recorder and the Finance Department will release the contract retention account
to the contractor within 60 days.

RESOLUTION ACCEPTING COMPLETION OF THE
2013 SEWER MANHOLE REHABILITATION PROJECT
WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter,
Section 20162 of the California Public Contract Code and other applicable laws, the City of
Petaluma solicited bids for the 2013 Sewer Manhole Rehabilitation Project ("Project"); and
WHEREAS, bids for the Project were opened on November 13. 2013 in accordance with
California Public Contract Code Section 4104.5 and other applicable laws at which time the City
received 7 bids; and
WHEREAS, by Resolution No. 2014-007 N.C.S. adopted January 6, 2014, the City
Council of the City of Petaluma found the bid of $171,019.20 for the Project to be the lowest
responsive bid, awarded the Project to H&R Plumbing and Drain Cleaning, Inc. in the amount of
$171,019.20 conditioned on H&R Plumbing's timely executing the Project contract and
submitting all required documents; and authorized and directed the City Manager to sign the
Project contract on behalf of the City upon such timely submission and to execute on behalf of
the City any amendments to the Project contract that are necessary to effectively complete the
project and/or to realize the Project and/or cost benefits for the City; and
WHEREAS, the final contract amount as amended including final quantities is
$183.065.40; and
WHEREAS, City staff has inspected the Project and determined that it has been
completed in accordance with the contract requirements subject to the Contractor's continuing
warranty and other obligations pursuant to the contract; and
WHEREAS, based on the foregoing, staff recommends acceptance of the Project on
behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as
follows:
The contract entitled 2013 Sewer Manhole Rehabilitation Project, City Project Number
066501003 with a final contract amount of $18J.065.40, is accepted as complete subject
to the Contractor's continuing warranty and other obligations pursuant to the contract.
2. The City ClerlJRecording Secretary is hereby authorized and directed to file a Notice of
Completion concerning the Project with the Sonoma County Clerk's Office within ten
(10) days of the date of this Resolution.
Staff is hereby authorized and directed to release all undisputed retention not subject to
pending change orders within sixty (60) days of the date of this Resolution and in
accordance with the terms of the Project contract, the Petaluma City Charter, California
Public Contract Code Section 7107 and applicable law.
