SUBJECT: Resolution Authorizing Award of Contract for the School Crosswalk Removal
and Replacement Project
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Authorizing the Award of
Contract for the School Crosswalk Removal and Replacement Project.
BACKGROUND
The street maintenance division routinely removes and replaces striping and crosswalk
delineations on a regular maintenance schedule, which calls for replacement of school
crosswalks in various locations for the current fiscal year. The City does not own the equipment
to properly install thermoplastic striping, which has a useful life of seven years compared to one
year maximum for painted crosswalks. The subject project will replace crosswalks with
thermoplastic striping at the locations shown on Attachment)
DISCUSSION
Staff prepared the project design documents and issued a Notice Inviting Bids on August 4,
2014. On September 3, 2014, two bids were received as follows:

The lowest responsible bidder, Bayside Stripe & Seal, Inc., has performed similar projects for the
City of Petaluma, the City of Millbrae, and Caltrans. Staff verified that Contractor possesses a
valid Class C32 California Contractor's License, license number 883985 that expires on May 31,
2016, which qualifies Contractor to perform the work.
Construction is scheduled to begin in November 2014 and to be completed in January 2015.
Construction management and inspection will be conducted by City staff. The project was
designed in-house by City staff.
FINANCIAL IMPACTS
The total line -item budget in FY 2014/2015 for the Street Signs and Markings cost center,
account 2411-24111-543 10, is $50,000. The low bid is within the line -item budget and due to the
simplicity of the work there is no need for a construction contingency. The contract will be
managed within the bid amount.

RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR THE
SCHOOL CROSSWALK REMOVAL AND REPLACEMENT PROJECT
WHEREAS, City staff has prepared construction bid documents and advertised for construction
the School Crosswalk Removal and Replacement Project, ("the Project'); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California
Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the
Project; and
WHEREAS, the Project was bid on August 4, 2014, and two bids were received and opened on
September 3, 2014 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Bayside Stripe & Seal,
Inc. from Petaluma, CA for $40.511.00; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for
the Project; and
WHEREAS, staff has verified that Bayside Stripe & Seal, Inc. possesses a valid California
Contractor's License, Class C32, number 883985 that qualifies Contractor to perform the
Project; and
WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality
Act (CEQA) and Title 14, the California Code of Regulations ("CEQA" Guidelines"), Section
15302, because the Project consists of replacement and reconstruction of existing utility systems
and/or facilities involving negligible or no expansion of capacity; and
WHEREAS, the funds are available in the 3014/3015 Street Maintenance budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
1. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Contractor for the School Crosswalk Removal and
Replacement Project and finds the bid of $40,511.00 to be the lowest, responsive bid and
further finds that Bayside Stripe & Seal, Inc, is the lowest responsible bidder.
3. Awards the contract for the School Crosswalk Removal and Replacement Project, to
Bayside Stripe & Seal, Inc. in the amount of $40,511.00, the amount of the lowest
responsive bid, conditioned on Bayside Stripe & Seal, Inc. timely executing the project
contract and submitting all required documents, including but not limited to, executed
bonds, certificates of insurance, and endorsements, in accordance with the project bid
documents.
3. Directs staff to issue a notice of award to Bayside Stripe & Seal, Inc.
4. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Bayside Stripe & Seal, Inc. of the signed
project contract and all other required document, including but not limited to, executed
bonds, certificates of insurance, and endorsements, in accordance with the project bid
documents.
