Dear Planning Division:
I request that the owner be respectful that he is working in a residential area and amongst many small
business owners working out of their homes. I encourage him to begin work at 8am rather than lam, when at
all possible.
For the city, I request that you review section 22-301 of the city's zoning ordinance and change the allowance
of noise generating construction activities from lam - 10pm to 8am - 9pm on weekdays.
The land owner, Jim Soules, recently built a new structure on an adjoining parcel and although construction
started at 7am, trucks arrived earlier and woke me and my family before 7am. I went out and alerted the
workers that they were making far too much noise and they turned off the truck until 7am. Work was typically
done by loam too late for me to go back to sleep. Certainly work could have begun later and ended later as
Petaluma does not have Central Valley high temperatures mid day. Last year I paid the city a small business
fee to conduct my business out of my home. I would hope that the city provide the ability for me to conduct
business. Waking at 7am disturbs my sleep -and affects my business day.

Dear Commissioners & Committee Members,
My name is Rachelle Hearne. I have been an owner and resident of a home on Keokuk Street (between West &
Cherry) for 25 years.
Therefore, the request I am malting in this letter is from a historical perspective as well as from one who has
lived in and experienced the surrounding neighborhood for a good many years.
My hope is that you will consider my following request with the utmost sincerity and consideration for the
preservation of the current culture of our neighborhood.
Please consider a regulatory condition of no dogs in the purposed homes.
We have had and continue to have many dogs in this neighborhood. When one starts barking, they all start
barking.
Over the years, this situation has been relatively infrequent to down right life disturbing, causing a group of
neighbors, at one point, to go to "Animal Court" in order to get a dog owner to subdue their baring dog. That
was an extreme measure which was a horrible experience both for the owner and for the neighbors: one which
I sincerely hope to never have to go through again.
However, when one is faced with no sleep night after night, months on end, due to barking dogs, and
unresponsive owners, the choices are limited unless one chooses to move.
This area is like a sound bowl. Sound travels between Cherry Street, Keokuk and West.
The Keller Project would fall right into this, "bowl."
In the interest of maintaining a low level of noise and disruption to the neighborhood; please consider the no
dog proposal.

Jackie,
I'm writing about the city's consideration of whether to approve the development of Keller Court. My wife, Jules, and I live at
112 West St., the immediate downhill property from the parcel in question. Since Jim Soules took possession of the property,
and subsequently subdivided into into the three current parcels, he has been very communicative and sensitive to our
concerns about the construction of his house directly to the west of our house and in the planning of the Keller Court
homes. From the very beginning, he has showed us evolving sets of plans, made adjustments based on our comments, and
kept us in the loop as to future considerations. We knew that the property would eventually be developed and we are
grateful that someone is doing so with intelligence and care.
Jules and I wanted to attend the Planning Commission meeting tonight (Tuesday), but are unable to do so due to prior
commitments. We are aware of the latest iteration of the Keller Court site plan and see no reason why Mr. Soules should not
be allowed to go forward with the development.
If you have any questions for my wife or I regarding Keller Court, feel free to contact us.
