HomeMy WebLinkAboutAgenda Bill 3K 06/21/2010w~~L~~ ~, '~ I85$ DATE: June 21,.2010 TO: FROM: Honorable Mayor and Members of the City Council through City Manager Vincent Marengo, Director of Public Works SUBJECT: Resolution Approving the Application for Nature Education Facility Program Funds as Part of the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 for River Heritage Center Improvements at Steamer Landing on 1VIcNear Peninsula, and Authorizing City Manager to Accept Funding and Execute All Grant-Related Documents RECOMMENDATION: It is recommended that the City Council adopt the attached resolution approving the application for Nature Education Facility Program Funds as part of the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act, of.2006 for River Heritage Center improvements at Steamer Landing on McNear Peninsula, and authorizing City Manager to accept. funding and execute all grant-related. documents. BACKGROUND: Proposition 84, the "Safe Drinking Water, Water Quality and Supply, Flood. Control, River and Coastal Protection.Bonci Act of 2006", has a grant program titled, "The Nature Education Facilities Program", that is administered by the California Department of Parks and Recreation. A total of $93 million is available under this grant; of which. there are several funding tiers. The application deadline is July 1, 2010, and grants. are awarded in December 2010: The grant performance period will end June 3.0, 2017. This grant requires no matching funding. Eligible projects are for development, including construction and renovation of nature education facilities, buildings, structures and exhibition galleries. The projects must meet at least one of the following. objectives: combine the study of natural science and ~preservafion, provide demonstration-and ..education programs and/or provide collections and .programs related to the relationship of Native, American cultures to the environment. The project ;grant application will be scored by the State, based on responsiveness to several. criteria, including the need for nature education; educational opportunities; visitor outreach; project access; sustainable design; project readiness; and, ability to operate and maintain. Agenda Review: Dept. Director City Attorney Finance Director/~ City Manager Staff is working in partnership with Friends of The Petaluma River to prepare the grant package. A volunteer advisory .group, including local experts in such fields, as architecture, historical restoration, sustainable/green practices, solar and wind systems, water,conservation and storage systems, riparian. ecosystems, native culture, and recreational programming, has been assembled to assist in this effort to provide ongoing project support. DISCUSSION: The River Heritage Center project is located on Steamer Landing, otherwise known as McNear Peninsula. Park and landscape design, and Phase I improvements were completed in 2005, which included. the development of Steamer Landing: Park and relocation of the historical livery stable to McNear Peninsula. The proposed River Heritage Center grant project comprises renovation of the livery stable for use as an educational center, the construction of a small river craft workshop with caretaker residence, ADA accessible features, including. ramps leading to new docks, , a small outdoor amphitheater, several campsites' with shaded picnic/group" area, restrooms with showers, a solar power system, a water catchment system. with a windmill and cistern, native plant landscape, and numerous exhibits with interpretive features. If the grant application is successful, Friends of the River will. continue as the City's project partner and will have a key role in long-term maintenance. and operation. It is through such partnerships that parks. andrecreation projects can be pursued; and that the City's maintenance and operation expense can be significantly reduced. FINANCIAL, IMPACTS:. Total Cost of Proposal. or Projec"t: No matching funds are required Grant request is $3,861.,375. Grant funds will reimburse for administration and project management time, as well as for design, up to 25% of total grant amount. The long-term.. maintenance and operating costs will :be off-set through a partnership with Friends of the Petaluma River.. WATER QUALLTY ANI) SUPPLY, FI,001) CONTROL, RIVER AND.COASTAL PROTECTION BOND ACT OF 2006 FOR RIVER HERITAGE CENTER IMPROVEIVI.ENTS AT STEAMER L.ANDLNG ON 1VICNEAI2,PENINSULA, AND AUTHORIZING CITY MANAGER TO ACCEPT FUNDING AND EXECUTE ALL GRANT-RELATED DOCUMENTS WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislatureof the State of Calforriia for the administration of the Nature Education Facilities Program, setting up necessary procedures governing the Application; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of application(s) before submission of said application(s) to the State; and WHEREAS, the applicant will enter into acontract-with the State of California to complete the River Heritage Center improvements at Steamer Landing on McNear Peninsula; NOW, TI~EREFORE, BE I'I' RESOLVED that the City Council of the City of Petaluma hereby approves the filing of anapplication for the River Heritage Center, and 1. Certifies that said applicant has or will` have available, prior to commencement of any work on the project included in this application, the cuff cent funds to complete. the project should this grant be awarded; and 2. Certifies that the applicant;has or will have sufficient funds to operate and maintain the project; and 3. Certifies that the applicant has reviewed, understands, and agrees to the General Provisions contained, in the contract shown'iri the Grant Administration Guide; and 4. Certifies that this project is consistent with the applicable city or county, or appropriate planning document, as the case may be; and 5. Delegates the authority to City Manager to conduct all negotiations, sign and submit all documents, including, but not limited to applications,.agreements, amendments, and payment requests, which -may be necessary for the completion of the project; and 6. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and .guidelines.
