SUBJECT: Resolution. Approving;a Planned Use to Expend.2008-09 Allocation of
Proposition 1 B .Local Streets and Roads Funds, Amending'the 2010'-11 Budget; to
Include the 2010-11 Pavement Sealcoat Project, and Authorizing, the Transfer of
Funds
RECOMMENDATION:
It is recommended that the City Council :adopt the attached resolution approving a planned use to
expend the 2008-2009 allocation of Proposition 1 B Local Streets `and Roads Funds, amending
the 201.0-11 Budget to include the 2010-:11 Pavement Sealcoat Project, and authorizing the
transfer of funds. '
BACKGROUND:
Proposition 1 B (Prop 1 B) provided- $19.925. billion in bond funds for a variety of transportation
priorities, including $2 billion for cities-arid counties to fund Elie maintenance and improvement
of local transportation facilities: The Cityreceived two shares of the Prop 1 B allocations:
$916,741.85 in FY 2007-08 and $847,322.03 in FY 20.08-09.
To utilize Prop IB fund's, the City .Council must first approve a`planned use and submit it to the
State Department of Finance during the annual update (,October 2010). Initially, both allocations
were planned for the Crinella Drive Reconstruction Project. 'However, the construction contract
came in much lower than was originally estimated, leaving. additional funds available for new
projects. .
The 2007=08 allocation of Prop. 1 B funds will be fully .expended "with the completion of the
Cririella, Drive Reconstruction Project and .approximately $644,65.8.:1 S of the 2008-09 Prop 1 B
funds have been allocated for the following projects: Crinella~Drive Reconstruction, Petaluma
Boulevard South Road Diet, Auto Drive Extension (not yet approved by Council); Protected
Left-Turn Signal Upgrade and tle'2010 Jobs for Main Street Bill.' The Feder~12010 Jobs for ; . .
Main Street Bill did not pass the,Senate, which leaves insuffcient funds o proceed with the
project at this time. However, there is enough funding remaining of the 2008-09 Prop 1 B funds
,to complete a slurry seal project that would cover approximately thirty seven street segments.

DISCUSSION:
The'various street locations selected.forthe 2010-11 Pavement Sealcoat:Project were developed
through the use of the pavement management software program, that program is recommended
by the IVletropol"tan Transportation Commission and used by-most-cities, towns, and counties in
the area to assess street maintenance 'and reconstruction needs. Pavement management involves
looking at the most economical use of the City's .funds to improve the overall' condition of the
City's street system for the long term.
Slurry seals are the most versatile and cost effective way to preserve and protect paving
investments over time. The application of a slurry seal will extend the life of existing pavements
by protecting the undersurface from "the effects of aging and the environment. The pavement
condition index (PCI) of the streets selected for a slurry seal treatment should be in the range of
60 or Higher in order to maximize the life of the paveme"nt. 'The. streets selected for this project
meet the criteria, which should extend the service life of the pavement 5-10 years.
FINANCIAL IMPACTS:
The State Department of Financepreviously approved the Cty'splanned use of both 07-08 and
08-09 Prop 1 B funds and deposited a total. of $1,764;064 directly into aCity-designated account.
Of that amount, a total of $1,561,399"has been allocatedto C"rinella Drive Reconstruction,
Petaluma Boulevard South'Road:Diet,.Auto Drive Extension"(to be approved by Council in
2010-11 Budget), Protected Left-Turn Signal. Upgrade and the 20:10 Jobs for Main Street Bill. In
addition to the initial deposits; the Prop 1B account has been.earning interest that must be
utilized in the same manner as the original funds. Interest. earned through June 30, 2009 is
$26,3'82.23. Thus, an estimated $229,046.11 in Prop 1 B funding remains available for use in
completing the proposed aforementioned slurry seal: A prev'io.us 'Prop 1 B fund transfer of
$.63;000 from project 000501108' Crinella Drive Rehabilitation to 0'16101007 Petaluma 2010
Various Street Rehabilitation (2010 Jobs for Main Street Bll)'is no longer required, and is
available for reallocation as well.; that amount can also be included, bringing the available Prop
1 B funds to $292;046.11. In addition to Prop 1 B funds, $38,706 is available in Street
Maintenance "funding "to cover overhead costs and project contingency. Together, these provide a
total of $330,752.11 for slurry seals.

WHEREAS, 2008-09 Proposition 1 B (Prop 1 B) Local Streets and Roads Improvement
Funds have been appropriated to the City of Petaluma for the purpose of local streets and roads
projects in the amount of $84.7,322.03; and
WHEREAS, of the $847,322.03 in 2008-09 Prop 1B funds, approximately $644;658.15
has been allocated for the following. projects: 'Crinella Drive Reconstruction, Petaluma
Boulevard South Road Diet, Auto D"rive Extension (not yet approved.by Council), Protected
Left-Turn Signal Upgrade and the 2010 Jobs for Main :Street Bill, leaving $202,663.88 in
available funds; and
WHEREAS, any interest accrued by the City :from Proposition 1 B Local Streets and
Roads Improvement Funds must be made part of the, original allocations and utilized following
the same requirements; the estimated. interest, earned through June 30, 2009 is $26,382.23,
amounting to $229,046.11 available for other projects; and
WHEREAS, a previous Prop tB fund transfer of $63;000 from project 000501108
Crinella Drive Rehabilitation to C1~6101007 Petaluma 2010 Various Street Rehabilitation (2010
Jobs for Main Street Bill) is nolonger-required; and
W)FIEREAS, $229,046.11 of available Prop 1 B funds, including interest earned through
.June 30, 200,9,.and the additional $63;000.from the canceled Petaluma 201.0. Various Street
Rehabilitation project amounts to $292,046.11; and
WHEREAS, to.utilize Proposition 1B Local Streets and Roads Funds, City Council must
approve a planned use of.the funds, as determined by the State C'ontroller's Office, and submit to
the State Department of Finance during the annual update; and
WHEREAS, the planned: use for the Prop 1 B funds must be included in the City of
Petaluma 2010.=1:1 budget;-and

WHEREAS, City staff has derived ;a plan for the use of the Prop 1 B fiends allocation
through the 2010-11 Pavement,SealcoatProject; and
WHEI~AS, the overhead of 2:4% will be paid out of Street Maintenance Funds in the
amount of $7,752.
N®W, THEREFORE, BE I'T:12ES®LVEI); that the City Council of the City of
Petaluma hereby:
1. Approves the proposed use of Proposition 1 B Local Streets and Roads Improvement
Funds; and
2. Resolves that a certified copy ofthis resolution and its attachments, and any
accompanying supporting'materials is made available to the State Department of
Finance; and
3. Amends the Fiscal Year 2010-11 Adopted.Budget to 'include the 2010 Pavement Sealcoat
Project.
4. Authorizes the transfer of `$.229,046 of the available $229,046.11 of Prop 1 B funding
from project 000501108~Crnel~la Drive Rehabilitation to C16101'008 2010-11 Pavement
Sealcoat Project.
5. Authorizes the transfer of'$63;000 from project 016101.007 Petaluma 2010 Various
Street Rehabilitation to 616101008 2010-11 Pavement. Sealcoat Project.
6. Authorizes the transfer of $38;706 from the Street and Maintenance Fund to 016101'008
