RESOLUTION URGING THE GOVERNOR AND STATE LEGISLATURE T®
SUPPORT AB 1058 WHICH WOULD REQUIRE THE CALIFORNIA AIR
RESOURCES BOARD TO FORMULATE AND IMPLEMENT A PROGRAM
FOR REDUCTION OF CARBON DIOXIDE EMISSIONS FROM PASSENGER
CARS AND LIGHT-DUTY TRUCKS WITHIN TWELVE MONTHS OF THE
DATE OF ENROLLMENT
WHEREAS, global warming is a matter of utmost concern for public health, the
environment, and the economy of California; and
WHEREAS, the United Nations' Intergovernmental Panel on Climate Change has
determined that by 2100, global warming will increase global mean surface temperatures
from three to eleven degrees Fahrenheit, raise sea levels by up to three feet, cause the
retreat of glaciers worldwide, and accelerate incidents of El Nino and resulting droughts
and floods; and
WHEREAS, global warming is projected to increase smog in non-attainment areas,
causing increased hospitalizations and health care costs to the State; and
WHEREAS, global warming is projected to have severe economic impacts to
California's agriculture, fishing, aviation, tourism, construction, insurance, trucking, and.
skiing industries, as well as to coastal communities.
NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma urges the State
Air Resources Board to take immediate action to implement both short and long-range
programs to reduce emissions of carbon dioxide from on-road vehicles; and
BE IT FURTHER RESOLVED that the City of Petaluma hereby urges its duly
elected representatives to the State Legislature to co-sponsor and support AB 1058, which
will require the Air Resources Board to reduce carbon dioxide emissions from passenger
cars and light-duty trucks. in the State. of California; and

BE IT FURTHER RESOLVED that the City of Petaluma hereby urges the
Governor and the State Legislature to endorse and support AB 1058; and
BE IT FURTHER RESOLVED that the City Clerk of the City of Petaluma is
hereby directed to send a copy of this resolution to the Governor of the State of California,
the Honorable John Burton, Honorable Wes Chesbro, Honorable Patricia Wiggins,
Honorable Virginia Strom-Martin, and the Honorable Joe Nation.

An act to add Section 43018.5 to the Health and Safety Code, relating to air quality.
LEGISLATIVE COUNSEL'S DIGEST
AB 105.8; as amended, Pavley. Vehicular emissions: carbon dioxide.
Existing law requires the State, Air Resources Board to endeavor to achieve the maximum degree
of emisson.reduction possible from vehicular and other mobile sources in order to accomplish
the attainment of the state standards at the. earliest practicable date.
This bill would require the state board to develop and adopt, by .January 1, 2882004 ,
regulations that achieve the maximum. feasible reduction of carbon. dioxide emitted by passenger
vehicles. and light-duty trucks in the state, but would prohibit those regulations from taking effect
prior to January 1,994 2005 .
The bill would also require the state board, by January 1, -2004 , to provide a report to the
Legislature summarizing the contents of those regulations. Vote: majority. Appropriation: no.
Fiscal committee: yes. State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1.
The Legislature hereby finds and declares all of the following:
(a)'.Global warming is a matter of increasing concern for public health and the environment in the
state.
(b) The: control. and. reduction of emissions of greenhouse gases; of which carbon dioxide (CO2)
is the most significant, are critical to 'slow the effects of global warming.
(c) The transportation. sector produces over one-half of the carbon dioxide emitted in the state.
SEC. 2. Section 4301.8.5 is added to the Health and Safety Code, to read: 43018.5.
(a) No later than January 1, ~99~2004 ,the state board shall develop and adopt regulations that
achieve the maximum feasible and cost-effective reduction of carbon dioxide emitted by
passenger vehicles, light-duty trucks, and any other vehicle type whose primary use or purpose is
non-commercial personal transportation, as determined by the state board.
(b) The regulations adopted pursuant to subdivision (a) may.not take effect prior to January 1,

(c) In developing the regulations described in subdivision (a),the state board shall do all of the
following:
~(1) Con"sides the technological feasibility of the regulations.
(2) Consider the impact the regulations may have on the economy of the state.
(3) Provide, to the maximum extent feasible, flexibility in~the means by which automobile
manufacturers may meet-the requirements of the regulations.
(d) By January 1, ~~2004 ,the state board shall report to the Legislature summarizing. the
content of the regulations developed and adopted pursuant to this section.

FROM PASSENGER VEI~ICLES IN CALIFORNIA
Details. of the .legislation:
? Instructs the California Air Resources Board to adoptxegulations that achieve the maximum
feasible, cost-effective, and technologically achievable reductions of greenhouse gas
pollution emitted by passenger vehicles.
? Targets emissions from passenger vehicles and :light-duty trucks.
? Regulations must be adopted by January 1; 2005.
? The California Air Resources Board must study potential impacts to the State's economy.
Rationale:
? Global warming is the_most pressing environmental problem facing humankind today. The
evidence continues to :mount that. human activities are contributing to global warming by
adding large amounfs of heat-trapping gases to the atmosphere. The primary source of these
gases is the combustion of fossil fuels.
? Transportation accounts for the lion's share; of California's COZ emissions-57 percent of
emissions from fossil fuel combustion, compared to .31 percent for the nation as a whole.
Nearly two-thirds ofthese transportation-related: greenhouse gas emissions are attributable
to motor vehicles.
? The potential impacts of global warming on. California's environment and public health
include:
® Increased catastrophic forest:fres ® Loss of fresh water supplies
® Severe disruption of agriculture ® Decline in air quality
• Warmer, wetter winters - ® Increased respiratory disease,. cancer
® Hotter summers with increased. droughts and mortality
® Increased storms and floods ® Increased disease and pest outbreaks
o Sea level rise ® Species extinction
? Global warming may result in devastating effects upon most of the criticah:economic
drivers in the state, including. the agriculture, fishing, timber, real estate, insurance,
construction, tourism and skiing,iridustries.
? Global warming will disproportionately affect communities of color and low-income.
populations with degradation of air quality and loss of jobs.
