RECOMMENDATION:
It is recommended that the City Council adopt the attached resolution approving street closures
on 5c" Street between H Streetand B Street; B Street between 5`" Street and 6c" Street; and 6c"
Street between B Street and A Street on Sunday, August 15, 2010 from 10:30 AM until noon for
a procession sponsored by St. Vincent de Paul Church.
BACKGROUND;
The;: St. Vincent de Paul Church has requested a Special Event Permit for a procession that will
begin at Wickersham Park and progress along the route outlined in this memorandum,
terminating at St. Vincent de Paul Church. The procession is to include approximately 400
people, 50 vehicles, 10 horses, dancers and a band. St. Vincent de Paul Church sponsored a
similar event along the same route last year that was managed appropriately and resulted in no
complaints.
DISCUSSION:
The St. Vincent de Paul Church is seeking this permit to facilitate a procession along the route
outlined in this memorandum. They are not requesting a road closure that would require the
described route to be completely clear of parked vehicles, rather, they are requesting to occupy
the roadway only during the period of time in which the procession would move along the route
and they are .requesting. that .traff c be restricted only during, the: time in which the procession
occupies and moves along the route. Traffic will be re-opened as the procession clears areas
along the route.

No postings will be required as no closures will occur prior to the event and traffic restrictions
will only be for the period in which the procession is moving along the route.. Event organizers
have agreed to pay all City of Petaluma costs associated with this event.
FINANCIAL IMPACTS:
The; total cost of this proposal. is $737.28. No funds have been budgeted for this event.
Components of the costs are as follows:
Two Police Officers (92.16%Hr~ X 4 Hr X 2 Officers) $737.28
Account Police Patrol Regular Salary

Total Cost: $737.28
The St. Vincent de Paul Church has agreed to reimburse the City of Petaluma for the above costs
associated with. this event.
