SUBJECT: Resolution Accepting Completion of the Luchessi -McDowell Parks
Improvement Project, a Part of the Proposition 40 Park Improvement Grant
Program.
RECOIVIIVIENI)ATION
It is recommended that the City Council adopt the attached:resolution accepting completion of
the Luchessi -McDowell Parks Improvement Project, a part of the Proposition 40 Park
Improvement Grant Program.
BACI{GROUND
On February 23, 2004, the City Council authorized application for State Park Bond (Proposition
40) grant funding, under-the California Clean Water, Clean Air; Safe Neighborhood Parks and
Coastal Protection Act of 2002. The City was awarded aRoberti-Z'Berg-Harris Grant of
$151,911, which is part of the Proposition 40 Grant Program, to be used for identified deferred
maintenance projects, including but not limited to, repaving paths, restroom repairs, irrigation
renovation, tennis court resurfacing, and picnic area renovations. A variety of projects have been
undertaken since award of the grant; and. the most recent project, Luchessi -McDowell. Parks
Improvement; has now been completed as well.
DISCUSSION
The Luchessi.-McDowell Parks Improvement Project included replacing playground sand with
ADA compliant Fbar and repairing playground seating structures, which were deferred
maintenance projects accepted by the State as meeting the requirements of the 2002 Roberti-
Z'Berg=Harris Grant.
Because neither of"the minor construction contracts exceeded the bid threshold, the project was
not formally bid.

` It is .anticipated that the remainder of grant .funds, totaling $23,979 will be used for replacement
of picnic tables at both Luchessi and McDowell Parks, and replacement of light fixtures at the
McNear Park tennis courts.
FINANCIAL IMPACTS
The City's original award of the 2002 Bond Act-Roberti-Z'Berg-Harris Grant funds totaled
$151,911. Of that, $34,928 was allocated to a McNear Park picnic area improvement project,
and $45,394 to the Luchessi Park soccer field paving. The Luchessi-McDowell Park
Improvement Project expenditures are $47,610, leaving a grant fund balance of $23,979.
Expenditures are charged to grant fund 2240-622401020, and reimbursed in full by the State.

RESOLUTION
ACCEPTING COMPLETION OF THE LUCHESSI -MCDOWELL PARKS
IMPROVEMENT PROJECT, A PART OF THE PROPOSITION 40 PARK
IMPROVEMENT GRANT PROGRAM
WHEREAS, on February 23, 2004, City Council authorized the City of
Petaluma to apply for State Park Bond (Proposition 40) grant funding, under the
California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal
Protection Act of 2002,; and,
WHEREAS, the City was awarded a 2002 Roberti-Z'Berg-Harris Grant
in the amount of $151,911, as part of the Proposition 40 Grant Program; and
WHEREAS, City Council authorized the use of Roberti-Z'Berg-Harris
funding for identified deferred maintenance projects, including but not limited to,
repaving paths, restroom repairs, irrigation renovation, tennis court resurfacing,
and picnic area renovations; and,
WHEREAS, as part of the Luchessi-McDowell Parks Improvement
Project, Carter Crilly Construction removed sand and built new seating for a total
of $22,910, and Mulch Madness Co. installed new ADA-compliant fibar ground
cover, for a total of $24,700; and,
WHEREAS, payment of the contract amounts identified above have been
made to the specified vendors.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Petaluma as follows:
1. The portion of the City's Proposition 40 park improvement grant
project, involving the park improvement project identified herein
totaling $47,610, is accepted as complete.
