A RESOLUTION APPROVING THE ISSUANCE OF A i~1LTIGATED DECLARATION PURSUANT
TO CALIFORNIA ENVIRONMENTAL QUALITY ACT AND THE PRIOR ADOPTION OF A CITY-
WIDE MASTER. ENVIRONMENTAL IMPACT REPORT FOR.' VALLEY ORCHARDS

WHEREAS, the Planning Commission has .recommended the issuance of a
Mitigated Negative Declaration pursuant to. .the California Environmental
Quality Act (CEQA) fgr,the following project (s):
VALLEY ORCHARDS -General':P1an/Enuir.o~nmental
Design Plan Amendment anal Rezoning
WHEREAS,, the City ha-s adopted a plaster Environmental Impact Report on
the Gity's General Plan/Environmental Design Plan which depicts the land use
classification pr~osed for the project; ands,
WHEREAS, additonal.focased environmental studies have been prepared
for the area and which have been reviewed by the Community Development and
Pl anr-i ng Department and the Planning Commi~ss i on'; and,.
6JHEP.EAS', such mitigating measures have been re commended.by.the Planning
Commission and Staff where necessary to elimi'naae, or minimize any significant
adverse environmental effects;

NOW, THEREFORE, BE IT PESOLVED that the is uance of said
~~ 'Negati've Declaration pursuant to the California Environmental Quality
~ Act i.s' hereby approve-d, based upon the follow-ing findings:

~ 1. The City Council has considered-any comments and mitigating measures
received pertaining to. issuance of said Negative Declaration, and finds the
responses thereto to be adequate.

2. No' significant adverse enviro,nmental~e,ffects will result from the
project as proposed, or any potentially significant effect v~ill be mitigated
by the. proposed design and executi°on of the pro~e,ct.
3. The proposed General Plan/EDP amendment does not have any poten-
tial significant :environmental effect...
4. The proposed General Plan change is in conformance with overall
City General-Plan policies.
5. Further environmental review including traffic and noise studies
will be conducted and appropriate mitigation measures adopted. .
