S. of the City of Petaluma, California: A RESOLUTION APPROVING THE ISS~l1ANGE OF A h1ITTGATEDDECLARATION PURSUANT .TO CALIFORNIA ENULRONMENTAL Q A~LITY ACT AND'THE PRTOR ADOPTION OF A CITY- ; WIDE MASTER ENVIRONMENTAL IMP,~CT:REPORT FOR w1LLOW cREEx BUST-rrESS PARx I I ~~ WHEREAS., the Planning Commission.has recommended the issuance of a Mitigated Negative Declaration pursuant to the California Environmental Quality Act.(C,EQA) for the following project (s}: ' Willow Creek Busin°ess Park Rezoning and Tentative Subdivision; and, WHEREAS,~the City ha adopted a Master Enviro'hmental Impact Report on the C.ity's General Plan/Env`ronmental Design Plan which depicts the land~use cl'assificat,on prQ~osed for 'the project; and,. WHEREAS; add`i=ai ona) focused envi r.onmental studies have -'been prepared for the area .and whch.havebeen. reviewed by the~Communty Development and . ~ Plannin.g Department and the Planning Commission; and, 6JHEREAS; such mitig'ati:n.g measures have been recommended by the Planning Commission and~Staff~whe:re necessary to eliminate, or minimize any significant . adverse environmental effects; . ;,, „ ~ NEGAI~IVE DECLARATION 5-4-81 .. • I AYES: NOES: ABSENT: I A'TTE5T: NOW, THEREFORE:,'BE IT P.fSDLVED that the issuance of said Negative. Declaration. pursuant to the California Environmental Quality Act is hereby approved, based upon-the following findings: 1. The.City Council has considered any .comments and mitigating measures received pertaining to issuance of said Negative Declaration, and finds the responses thereto to be adequate: 2. No significant adverse environmental effects will result from the project as proposed, or any potentially significant effect will be mitigated by the proposed design .and execution•of fhe project.. 3. .Mitigating measures,for po.terital future .ar;chaeologicai finds are required as a condition of the'Tentatve Map, 4. Addtion'a ,demand for public services will be. compensated for by anticipated,properfy t•ax revenues and requr-ed impact fees. 5. Projected traffic gener.atiori is not 'expected to impact neighboring streets beyond their ,planned .capacity.. (Addtonal lanes into site and traffic. signals :are~pr.op.osed as mtiga ng measures.). 6. Future improvements in..the f,l`ood;'plan.will be required to conform with all .pertnent.f lo,od..safety regulations. 7.. Additional air pollution generated by~the pr-oject is not expected to exceed permssbae standards. 8. Issues. rais'e'd. by ahe proposed.,v'ew of industrial lots backing onto US 101 are addr'essed.as a condition of tfie Tentative Map, 9. Design approval of: the W'llow.Creek.improvements by the State Fish. and Game.Departmerit should insure proper consideration for fish and wildlife.
