procl amati on readi ng as fol l ows: ' ~ ~
'.WHEREAS, two hundred five years ago on July 4th, fifty-six freedom-
lovi`ng me:n penned democracy's greatest manifesto, the Declaration of Indepen-
~ dence;' and, ~ - ~~
i WHEREAS, the Declaration. o,f Independence. embodi:es our. proven and great
American princi ples and represents the f.oundati,ons of our nation and people.
This_ was a divinely inspired document voicing what our nation's founders
bel i'ev,ed would be a new order~• of the ages; and, -
; WHEREAS, on July Fourth eaeh year Petaluma~citizens pause with the res.t
of the country to pay tribute ~to. the founding; day o.f ou'r nation and to reaffirm
our, de~ep and unwaVeri ng bel i ef i n;our ri ch Ameri can iieri tage ~and pri.nci pl es;
and,
; WHEREAS, we must; however, do,more than make this a,day of rest and
vacati'on. We must le,t the res.t of the wo'rld.know that we do "hold these truths
, to be ~self-evident that a11 men ar.e created eqaaT, that-th'ey are endowed by
their Greator,with certain inalienable rights. To secu°re these rights, govern-
ments ;are~ instituted among, men, d.eriving. tfieir jus,t powers from the consent of
the go~erned." ~ ~ ,

do hereby proclaim a~city-wide .

for four minutes at 11:00 a..m. daylight time on July.~Fou.rth as a sol~emn tribute
to our'cou:ntry's founders and as a rededicat:ion to our rna,tional unity and our
undying devotion to our countr_y, and for what it stands."
IWHEREAS, this Gouncil ~heartily concurS in the sta.tements made above,

~NOW, THEREFORE, BE IT RESOLVED that thi.s Co,uncil strongly urges the
citizens of the City of Petaluma to com ply with the ci`ty-w:ide "RINGING OF THE
BELL'S" for ~a period of four mi nutes at l 1:00 a.m. d'ayl i`ght time on
July~4, 1981. ~ .
