Brown, City Manager SUBJECT: Resolution Supporting the Healthy Eating Active Living Campaign REC:Oli~1VIENDATION It is recommended that the City Council adopt the attached resolution supporting the Healthy Eatirig Active Living campaign. ~AC'KGROLTNI) The ~California Center for Public Health Advocacy is working on a campaign to promote Healthy Eating and Active Living. The campaign and program, known as HEAL, is a partnership between the California Center for Public Health Advocacy, the League of California Cities and the Cities, Counties and School Partnership. DISf'iJSSION The ~IEAL program works with cities to support policies that will improve the physical activity and nutritional environments for their residents. HEAL offers technical assistance and provides information Cities need to implement programs and policies that support healthy living. The City of Petaluma has a strong history of advocacy for healthy lifestyles, implementing policies and supporting programs that encourage healthy living. Land use decisions that require connectivity between residential neighborhoods and schools; projects enhancing pedestrian and bike friendly neighborhoods; a comprehensive park and trail system; and, active recreation prog~rams are all elements of active and healthy living. Approval of the resolution commemorates the City's commitment to a healthy community and supports collaboration with the California Center for Public Health Advocacy. ~ FINANCIAL, IIVIPAC'I'S Ther~ is no financial impact in approval of the resolution. Director City Attorney Finance Director_;~ City Manager ~~~ I~SOLiJ'I'ION OF TH~ CITY OF PETALUIVIA S~IPPORTING 'I'HE HEAI.TI~Y EATING ACTIVE LIVING (~IEAL) CAMPAIGN WHEREAS, the California Center for public Health Advocacy is working on a campaign to pr~omote Healthy Eating and Active Living (HEAL) in partnership with the League of California Cities and others to encourage cities to promote strategic wellness policies; and WHEREAS, in 2004, the League of California Cities adopted an annual conference resolution to encourage cities to embrace policies that facilitate activities to promote healthier lifes~tyles and communities; and WHEREAS, more than half of California's adults are overweight or obese and therefore at ri:;k for many chronic conditions including diabetes, heart disease, cancer, arthritis, stroke and hype:rtension; and WHEREAS, one in four youth between the ages of 9 and 16 in California is overweight, putting them at greater risk for diseases linked to obesity; and WHEREAS, the annual cost of California - in medical bills, Workers' Compensation, and llost productivity - for obesity and physical inactivity exceeds $41 billion; and WHEREAS, local land use policy governs development of the built environment in which individuals make personal nutrition and physical activity choices; and WHEREAS, California Senate Bill 375 and Assembly Bill 32 call on cities to adopt plans to reduce greenhouse gas emissions which include reducing vehicle miles traveled; and WHEREAS, the City of Petaluma is committed to reducing greenhouse gas emission through a variety of sustainability programs and policies; and WHEREAS, the City of Petaluma has supported healthy and active lifestyle choices through programs, policies and land use decisions such as connectivity between residential neigllbarhoods and schools, plans for walkable and bike friendly neighborhoods, and a comprehensive park and trail system. NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council supports participation in statewide, regional and local programs to support and invest in our resident's health and wellness and embraces policies and programs that create comprehensive community wellness.
