HomeMy WebLinkAboutStaff Report 4.D 11/17/2014SALU-0t aw0 x X85$ Agenda - #4.D I DATE: November 17, 2014 TO: Honorable NWor and Members of the City Council through City Manager FROM: Dan St. ohn — Director, Public Works and Utilities Larry Zimmer, P.E. — Capital Improvements Division Manager SUBJECT: Resolution Authorizing the City Manager to Execute a Professional Services Agreement for Engineering Design Services for the Paula Lane Reservoir Project RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing the City Manager to Execute a Professional Services Agreement for Engineering Design Services for the Paula Lane Reservoir Project. BACKGROUND The Paula Lane Reservoir is located at the west end of Lavender Hill Lane, a private drive, off of Paula Lane as shown on the attached location map. The existing reservoir was built in 1963 and provides the City of Petaluma with one million gallons of water storage for emergency, fire flow, and daily operational purposes. The existing reservoir's coating system has exceeded its useful life, and shows of corrosion and deterioration. In addition, the reservoir may not meet current seismic standards for structural design. In August 2004, the City entered into a contract with a consultant for the design of a second reservoir at the Paula Lane reservoir site. In September 2005, a Mitigated Negative Declaration was prepared and the project was approved, satisfying the California Environmental Quality Act's (CEQA) requirements. The process incorporated substantial public input into the project. In April of 2010, it was determined that funding for the project was not available. Construction of the second reservoir was delayed to analyze the feasibility of rehabilitating the existing reservoir. The purpose of the current Paula Lane Reservoir Project is to evaluate the condition of the existing reservoir's coating system and structural capacity to determine the requirements for retrofitting the reservoir. The proposed engineering services provide a condition assessment; and structural, seismic, site security, cathodic protection, and coating analyses. Repaired Upgrade costs will be prepared for selected alternatives. If the repairs are feasible, the consultant can provide construction documents including drawings and specifications for the rehabilitation requirements, if requested by City staff. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits." DISCUSSION On June 9, 2014, the Department of Public Works and Utilities solicited proposals for engineering and design services for this project through a Request for Proposal (RFP). The following firms responded to the RFP: Brelje & Race Consulting Civil Engineers, Coffinan Engineers, AMEC, TJC, GHD, and URS Corporation. After careful consideration, reference checks, review of similar project deliverables, and review of cost proposals, Brelje & Race Consulting Engineers appears to be the firm best suited to perform these services. There were eight criteria identified in the RFP used by the selection committee to determine the most qualified proposal: quality of the overall proposal, project scope and comprehension, project management approach, technical approach to the project, project team organization, schedule of hours, resumes of team members with relevant work experience, and estimated schedule. Brelje & Race Consulting Engineers was selected because they provided the most comprehensive proposal which illustrated their extensive experience with the engineering design and retrofits of water reservoirs. The Brelje & Race Consulting Engineers proposal was also the most detailed in project management approach and the technical approach, and provided the best scope of work for the services requested with a reasonable estimate of fees. It is recommended that Brelje & Race Consulting Engineers provide engineering services to support the upgrades to the water reservoir. The services include the following: complete condition assessment, cost analysis for existing tank rehabilitation and second reservoir construction, design of tank rehabilitation components including structural, seismic, cathodic protection, site security, and coating systems. The proposed scope of work is included in Attachment 2. The schedule for the tank improvements includes completing the design and selecting a contractor by March 2015. The construction is estimated to take approximately6 months. The construction phase is scheduled to be completed by the end of 2016. FINANCIAL IMPACTS The engineering and design services will be performed on a time and materials basis, not to exceed $147,320. The total proposed budget for this entire project (C00500101) is $858,000 as approved in the FY 14/15 CIP budget, which is shown below.
