Vol. 47, Page 227 Aasiya Powell, Shelterless Resident of Petaluma, spoke about how much the Mary Isaak Center does for those in need, and thanked the City for her stay there. She told Council that the waiting lists for low-income housing are extremely long, and more such housing is needed. She thanked the Petaluma Police Department for treating the shelterless residents of Petaluma well. Dave Alden, Petaluma, said that during the recent candidate forums, a couple of candidates broached the idea of declaring a moratorium on new building due to the water shortage. He takes the drought very seriously, but believes a blanket moratorium on building would be a mistake. He suggested tightening up the water standards, and only approving projects that meet those standards - declaring a moratorium on those that don't. Katherine Bobrowski, Petaluma, spoke of problems at the mobile home pork where she lives. Seeing no other persons wishing to speak, Mayor Glass closed GENERAL PUBLIC COMMENT. Dave Alden, Petaluma, told Council he has followed Mr. Soules' work for years and encouraged Council to approve the project. He suggested that when time permits, the zoning code be modified to make it easier for the next developer with a pocket neighborhood project to get through the approval process. Debbie Rosson, Neighbors Against Keller Court Commons, Petaluma, said she was representing neighbors in the area, many of whom have been there 50 years or more. They object to the project because of increased traffic and accompanying noise, safety, and parking concerns. Council Member Albertson Ms. Rosson James Pelican, Petaluma, explained that he is a neighbor of Mr. Soules, and the project, and is very appreciative of the effort Mr. Soules has put into being a good neighbor. He said that he loves this project and believes it's just the kind of thing the City needs. He doesn't feel it will cause a serious traffic problem. Approving a Tentative Subdivision Map for the Keller Court Commons Subdivision Located at 000 West Street at Keller, APN: 006-083-054, File No. PLZM 14-0001, PLTS 14-0001, PLZT-14-0001, as amended to add the following conditions: 80. As shown on the fire apparatus access sheet TM -8, virtually the entire private driveway is a required 20 -foot wide fire apparatus access road. Therefore, "No Parking - Fire Lane" signage shall be installed at a maximum 100 -foot intervals along the driveway and turnaround, or curbs shall be painted red and marked, "No Parking - Fire Lane" at maximum 50 -foot levels. 81. All fire lanes must support imposed load of 60,000 pounds. Civil Engineer shall verify structural adequacy of proposed permeable paving prior to issuance of site grading permit. 82. Water Distribution Calculations do not appear to include the existing gate valve between Zone 1 and Zone 2 in Cherry Street above the proposed point of connection for onsite water main. Available pressure at node J-9 may be closer to 50 psi than 60 psi as noted in calculations. Available pressure at onsite fire hydrant and pressure available for residential fire sprinklers system October 20, 2014 Vol. 47, Page 237 would then be approximately 48 psi. This is adequate for fire hydrant requirements; sprinkler systems shall be designed appropriately. 83. All residential structures shall have sprinkler systems designed and installed per NFPA 13D. Garage Building A and Commons Building shall have sprinkler systems designed and installed per NFPA 13 for light hazard occupancies. Additionally, a condition will be added referencing CC&Rs and specifying that garages will be used for storage of passenger vehicles. Motion by Kathy Miller, seconded by Mike Healy.
