APPROVING AN AMENDMENT TO THE CLASSIFICATION AND COMPENSATION
PLANS BY: 1) ESTABLISHING THE NEW CLASSIFICATIONS AND PAY RANGES
OF DEPUTY DIRECTOR OF PUBLIC WORKS & UTILITIES AND ASSISTANT
OPERATIONS MANAGER; 2) AUTHORIZING THE POSITION ALLOCATIONS OF
ONE DEPUTY DIRECTOR OF PUBLIC WORKS & UTILITIES, TWO ASSISTANT
OPERATIONS MANAGERS, AND ONE PUBLIC WORKS INSPECTOR II; 3)
ABOLISHING THE CLASSIFICATIONS OF ENGINEERING MANAGER, UTILITY

MANAGER, AND ENVIRONMENTAL SERVICES ANALYST
WHEREAS, the City wishes to keep current its Classification and Compensation Plans,
and amendments and/or revisions to the Classification and Compensation Plans are effective
upon approval by the City Council; and,
WHEREAS, a current City Council goal prioritizes completion of the consolidation of
the Public Works and Water Resources and Conservation Departments: and
WHEREAS, the Petaluma Professional and Mid -Managers Association (PPMMA) filed
grievances claiming eight of its members were performing duties outside the scope of their
classification: and
WHEREAS, in order to address the grievances and to appropriately wort: toward
completion of the consolidation of the two departments, the City engaged Bryce Consulting,
specialists in classification work, to conduct a comprehensive study; and
WHEREAS, the study recommended the creation of two new classifications with salary
modifications and corresponding reclassification of personnel as listed below; and

WHEREAS, the City has completed bargaining the effects of the class study
recommendations with PPMMA; and
WHEREAS, the City Manager/Personnel Officer has determined that certain
duties and responsibilities are appropriately allocated as described in the attached Exhibit A; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma:
1. Approves the amendment to the Classification and Compensation Plans as written in
this Resolution.
2. Establishes the New Classifications and Pay Ranges of Deputy Director of Public
Works & Utilities and Assistant Operations Manager.

3. Authorizes the Position Allocations of One Deputy Director of Public Works &
Utilities, Two Assistant Operations Managers, and One Public Works Inspector 11;
4. Abolishes the Classifications of Engineering Manager, Utility Supervisor, Public
Works Supervisor, Utility Manager, Assistant Utility Manager, Public Facilities
Manager, Public Facilities & Services Project Manager, Water Conservation
Coordinator, Project Manager -Green Building, Parks & Landscape Manager;
Revises the Classifications, Allocations and Pay Ranges of Project Manager, Parks &
Facilities Maintenance Manager, and Environmental Services Analyst.
6. Tales this action pursuant to Personnel Code 3.04.020 and Personnel Rules and
Regulations (Rule IV — Classification and Rule V — Compensation) and, that the
notice of this action has been properly posted in accordance with City of Petaluma
Personnel Rules and Regulations.

Summary of Findings
Enaineerina Manaaer
Exhibit A to Resolution
The Engineering Manager classification includes responsibility for planning, organizing, directing
and coordinating activities of the Capital Projects Division within the Public Works and Utilities
Department including the planning, organization, control, integration, financial management,
grants management, and completion of public infrastructure development, construction and
maintenance functions. The position is appropriately classified. However, the title does not
accurately reflect the scope of this position. In addition, while the main focus of the classification
will continue to include overseeing and implementing the City's capital improvement projects,
there is minimal coverage for the Director of Public Works and Utilities. While there are division
managers, there is not a position designated with authority to act on behalf of and represent the
Director or serve in the absence of the Director. Based on the size and complexity of the
functions within the department, a Deputy Director classification is appropriate. Therefore, it is
recommended that Engineering Manager be retitled to Deputy Director, and the salary range
be set at $9,125 to $11,091 per month, which is approximately 5% above the current salary.
Inspection Supervisor
The Inspection Supervisor classification includes responsibility for monitoring, supervising and
coordinating the building and public works inspection activities of the Public Works Department
and participating in the more complex and difficult work of performing technical inspection. The
classification exercises formal and/or functional supervision over inspection field staff and performs
a variety of technical and supervisory tasks relative to assigned areas of responsibility. The position
is responsible for approving, conditioning, inspecting and finalizing permits related to public right-
of-way; inspecting development projects; investigating and enforcing code enforcement issues;
and meeting with contractors before and during construction.
As a result of reorganization, position eliminations and consolidation, the incumbent no longer
supervises any staff. Therefore, it is recommended that the Inspection Supervisor position be
deleted, a Public Works Inspector II position be added, and the incumbent be reclassified from
Inspection Supervisor to Public Works Inspector II, which is a journey level classification and more
appropriately reflects the duties currently performed by the incumbent.
Utility Supervisor
The Utility Supervisor classification includes responsibility for directing, coordinating and supervising
staff, operations and maintenance activities within an assigned section of the Operations and
Maintenance Division. Areas of responsibility include the installation, maintenance, repair,
expansion and relocation of water distribution, surface water management and wastewater
collection and water recycling facilities as well as ensuring compliance with operational
requirements in assigned areas of responsibility and evaluating and determining manpower,
materials and equipment required for projects. The classification performs first level direct
supervisory responsibilities over staff.
There are currently two Utility Supervisor incumbents. Based on the recent reorganization and the
needs of the department, the positions have been assigned responsibilities above a first level
supervisor classification and now include assisting with the development and implementation of
goals and objectives for assigned responsibilities and establishing performance standards and
methods; participating in long-term planning to assess and address future needs; developing and
implementing comprehensive preventative maintenance programs and ensuring effectiveness of
programs; and reviewing and providing input on design and modification of infrastructure. It is
therefore recommended that the broad classification of Assistant Operations Manager be
created with a salary range of $6,583.43 to $8,002.20 per month, two Utility Supervisor positions be
deleted, two Assistant Operations Manager positions be added, and the incumbents be
reclassified from Utility Supervisor to Assistant Operations Manager. Under this broad classification,

incumbents may be assigned responsibility for either street and fleet maintenance or utility
operations and maintenance, but are expected to provide coverage in the absence of the other.
Water Conservation Coordinator
The Water Conservation Coordinator classification includes responsibility for the administration of
programs related to water conservation, including public outreach and reporting. However,
additional duties now include programs for expansion of recycled water use, groundwater
monitoring, solid waste contract management, urban water planning, management of
environmentally sensitive lands owned by the City, and public education related to programs. The
position requires a bachelor's degree in environmental engineering, environmental studies,
landscaping, water supply, natural resources management, business management or related field
and three years of increasingly responsible experience in water conservation that included the
preparation, implementation and coordination of water conservation programs. Over time, since
the consolidation of the two former departments, the position has broadened to include the areas
listed above with increased technical and management skills required in the area of analytics and
multiple program management. With the changes to the job description, it is recommended that
the title be changed to Environmental Services Analyst and the salary be raised approximately 21/o
to $5,662.66 - $6,883.00 per month.
Citv Enaineer. Environmental Services Suoervisor. Project Manaaer- Green Building. Parks and
Landscape Manager
The incumbents in these positions are appropriately classified and compensated. The classification
specifications were updated in the course of the study. In addition, titles that more appropriately
reflect the scope of Project Manager- Green Building and Parks and Landscape Manager were
recommended. The former Project Manager- Green Building position now performs project
management on a broader range of projects, and therefore the narrow descriptor of "green
building" was deleted, and the classification specification was edited to remove the limitations. The
Parks and Landscape Manager position has been managing facilities maintenance in additions to
parks and LAD maintenance, and therefore the title is recommended to change to Parks and
Facilities Maintenance Manager.

This position is distinguished from the Operations Manager by the latter's responsibility for the
overall management of the division.

Education and Experience
Any combination equivalent to the education and experience likely to provide the required

Education:
Equivalent to graduation from high school. Course work in industrial technology, supervision,
and/or operations and maintenance of utility systems is highly desirable.

Experience:
Four years of increasingly responsible experience performing work in the operations and
maintenance of streets or utility systems. Experience should include at least one year in a
supervisory capacity.
Certificates/ Licenses:
When assigned to the Utilities Division, possession of a California Department of Public Health
Grade 2 Water Treatment Operator's Certificate and California Department of Public Health
Grade 3 Water Distribution Operator's Certificate is required. If designated as Chief Operator for
the City's water distribution system, possession of a Grade 5 Certificate is required.
Possession of a valid California Class C driver's license with a satisfactory driving record.
Desirable:
California Water Environment Association Grade III Collection System Maintenance Certificate.

Must be willing to work outside normal working hours when necessary.
