HomeMy WebLinkAboutPCDC Resolution 2007-15 10/01/2007RESOLUTION NO. 2007-i5 PETALUnAA CONIIIAUNITY DEVELOPMENT C011AMISSION AUTHORIZING SUBMITTAL OF APPLICATION FOR AN EPA BROWNFIELDS REVOLVING LOAN FUND (RLF) GRANT, DIRECTING THE EXECUTIVE DIRECTOR TO EXECUTE AGREEMENT WITH ECON, INC. TO PREPARE GRANT APPLICATION AND AUTHORIZING THE EXECUTIVE DIRECTOR TO CONDUCT NEGOTIATIONS AND EXECUTE NECESSARY DOCUMENTS WHEREAS, the Legislature of the United States of America, federal government have provided funds for the program shown above; and, WHEREAS, the Environmental Protection Agency has been delegated the responsibility for fhe administration of this grant program, establishing necessary procedures; and, WHEREAS, the applicants, if selected, will enter into a cooperative agreement with the Environmental Protection Agency to administer the Revolving Loan Fund. NOW, THEREFORE, BE IT RESOLVED that the Petaluma Community Development Commission hereby: Approves the filing of an application for the Revolving Loan Fund (RLF) Grant for Brownfields from the EPA. If applicable, certifies that the Loan Recipient will comply with any laws and regulations including, but not limited to, legal requirements for building codes, health and safety codes, disabled access laws, and, that prior to commencement of construction, all applicable permits will have been obtained. 3. Appoints the Executive Director/City Manager, or designee, as agent to contract with Econ, Inc. to prepare the grant application and to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements and payment requests and so on, which may be necessary for administration of the Revolving Loan Fund.
