WHERFAS, the Metropolitan Transportation Cormis.sion has r~andated the preparation
of a Five Year Countywide Trans;portation Plan-as a prerequisite for receiving Transpor-
tation Development Act Funds; and .
~ I~JHEREAS, a structure is needed.to ensure the continuation of transportation.

NOIV, THEREFORE, the followi'n,g parties do a~re~e to the permanent formation of a
Sonoma County Transportation Council: °
County of Sonoma, hereafter referred to as the Coun:ty.
City of Gotati, hereaft'er re:ferred to as Cotati.
City of Cloverdale, hereafter referred to as Cloverdale.
City of Sebastopol, hereafter referred to as SebastoPol. a._
City of Rohnert Park, hereafter referred to as Rohnert Park.
City of Santa Rosa, hereafter referred to as Santa Rosa.
City of Sonoma, hereafter re.f.erred to as Sonoma. ~
City of Healdsburg, hereafter referred to as Healdsburg. ~
City of Petaluma, hereafter referred to as Petaluma.
The above-named agencies sha11 be collec,tively referred to as Parties.
l. Pur ose
Parties desire this a'greement for the purpose of providing for:
A. Continuation of the transportation plann.ing; p'rocess in Sonoma County.
B. Review of all~major proposed devel~opmen~s in Sonoma County for transportation
impacts.
C. Review of all transportatioa expenditure programs wi'thin Sonoma County to
promote aehievement of the transportation goal,s.
D. Coordinated representation for the Coun'ty before outside agencies (i.e.,
P1.T.C., Caltrans, Federal Agencies).
E. Coordination of local planning efforts through maintaining a uniform transpor-
tation data base and consal`tation wit'h local planners.
2. Organization
This agreement provides for a Transportation Plann•ing Council. a,

B: Technical Advisory Committee:: Shall be made up of one (1) representative

C. ~ The Trans'Porta:tion Council staff shall consis>t of the County Public G!orks
Directo:r and assistants as necessary. Add.itional supporting staff vii11 be
' availabl:e from member agencies depending on their need to perform tasks.
D.; The Policy Comnfttee may establish subcommittees to oversee ~rork programs and
interpret policy an:d priori'.ties for staff.

3. ~ Dut'i es

The Transportation Plann-ing Counci'1 shal`1 'b~e adyi.sory to Sonoma County, charged
vrith the follo~vin;g dut"ies: ~

~A. Refine and update the Courrty.Transportation Pl,an, as required. ~
B. Review and coordinate.T'ransportation Planni'ng throughout the County.
C. Coordinate implementat:i;on of transpor.tation improvements identified in the
,. Coun.ty Transporta~tion P1an and to wor:k closely ti~~ith local jurisdictions in
order to ensure consi.deration of local as well as county-wide objec'tives:
D. Provide en-call analyt.ical, technical and informational support to member
cities in analyzing local transportation probTems.
E. Provide assistance to local jurisdicti'ons to meet the requirements of Federal
and St'ate financial aid to Transportation Pro~rams.
F. Coordinate transit o,perations within the County.
4. Financing
Sonoma County shall apply to~M:T.C. for regional related T.D.A. funds, proportional
county-~•~ide to support the Council staff (i.e., Director and planninq assi'stants).
All other staff support ~aould be contributed-~by participating agencies to fill
their individual needs wit,han the work program. The budget shall not exceed the
10;~"moneys held by M,T.C. for planning purpose's.
5: Voting P,ights
Each member of the Transporta,tion Rlanning Council sfiall have one vote.in policy
matters.~ A majority vote s'haTl haue been deemed cast when~the votes recorded
, represent a majority of the par:ties represented and.vrhen the parties voting with
the majority represent the majority of the populataon of the County.
6.~ Revis:ion and/or Termination ~

This agreement may be revised and/.or termi'nated by a majority vote of the parties.
