PETALUMA COMMUNITY DEVELOPMENT COMMISSION
RESOLUTION OF THE PETALUMA COMMUNITY DEVELOPMENT COMMISSION
ADOPTING A NEW FIVE-YEAR IMPLEMENTATION PLAN FOR THE CENTRAL
BUSINESS DISTRICT PROJECT AREA AND THE PETALUMA COMMUNITY
DEVELOPMENT PROJECT AREA FOR FISCAL YEARS 2007/08 THROUGH
2011/12 AND APPROVING OF THE AGGREGATION OF NEW AND
SUBSTANTIALLY REHABILITATED DWELLING UNITS TO SATISFY THE AFFORDABLE
HOUSING PRODUCTION REQUIREMENT
WHEREAS, the Petaluma Community Development Commission (the "PCDC") has been
designated as the official redevelopment agency in the City of Petaluma to carry out the
functions and requirements of the Community Redevelopment Law of the State of California
(Health and Safety Code Section 33000 et seq.) (the "CRL"); and,
WHEREAS, pursuant to the CRL, each redevelopment agency administering a
redevelopment plan must adopt a five year implementation plan setting forth specific
redevelopment agency goals and objectives, outlining specific projects and expenditures for
the coming five years, and explaining how the stated goals, objectives, projects and
expenditures will eliminate blight and meet the affordable housing needs of the community;
and,
WHEREAS, the term of the last five year implementation plan adopted for the Central
Business District Project Area and the Petaluma Community Development Project Area
(collectively, the "Project Areas") has expired, and the PCDC desires to adopt a new and
updated implementation plan; and,
WHEREAS, PCDC staff have prepared a proposed Five Year Implementation Plan for the
Project Areas for fiscal years 2007/08 through 201 1/12 (the "Implementation Plan"); and,
WHEREAS, pursuant to Health and Safety Code Section 33490, the Implementation Plan
must address affordable housing production and how the PCDC will satisfy its affordable housing
obligations within the Project Areas (the "Inclusionary Requirement"); and,
WHEREAS, pursuant to Health and Safety Code Section 33413, a redevelopment agency
may aggregate new or substantially rehabilitated affordable housing units in one or more
project areas to satisfy the Inclusionary Requirement provided that the aggregation will not
cause or exacerbate racial, ethnic, or economic segregation; and,
WHEREAS, based on data from United States Census Tracts for the City of Petaluma and
potential affordable housing development within the Project Areas, substantial evidence exists
that- aggregation of affordable housing development within the Project Areas will not cause or
exacerbate racial, ethnic, or economic segregation; and,
WHEREAS, in accordance with Health and Safety Code Section 33490, the adoption of
an implementation plan does not constitute a project within the meaning of the California
Environmental Quality Act, and therefore, no environmental analysis was required or prepared
for the Implementation Plan; and,
WHEREAS, following publication of notice as required by law, the PCDC held a public
hearing on May 21, 2007 to receive public comment on the proposed Implementation Plan;

NOW, THEREFORE, THE PETALUMA COMMUNITY DEVELOPMENT COMMISSION DOES RESOLVE AS
FOLLOWS:
Section 1. The PCDC hereby finds and determines that the aggregation of new or
substantially rehabilitated affordable housing developed in the Project Areas will not cause or
exacerbate racial, ethnic, or economic segregation and that affordable housing development
in the Project Areas may be aggregated to satisfy the Inclusionary Requirement.
Section 2. The PCDC hereby approves and adopts the Petaluma Community
Development Commission Five Year Implementation Plan, a copy of which is attached hereto
as Exhibit A and by this reference incorporated herein, as the Implementation Plan to be used
by the PCDC for fiscal years 2007/08 through 201 1 /12.

constructing improvements. Includes design, project administration, right of way acquisition, environments
and physical mitigations and improvements. Project numbers starting with P indicate a program, defined
as a group of related activities performed by one ormore organizational units for the purpose of
accomplishing a City responsibility.
b. Funding allocated in FY 2006/07 through. the PCDC's 2007 Tax Allocation Bond. Funds will be expended
during the five year Implementation Plan period.
c. Development/Redevelopment activities include, but are not limited to:
1. Attract new business and retain existing businesses.
2. Provide business and developer incentives. Provide opportunities for participation by owners and
tenants in the revitalization of their properties.
3. Enhance accessibility to employment, retail and entertainment opportunities.
4. If necessary, provide assistance to the private sector to ensure development.
