BACKGROUND: The proposal involves annexation of appr.oximately 147 acres lying .
gener,ally between U.S. T'01 and.Petaluma:Blvd. North north~'o'f Shas.ta Ave. (see
attaclied maps) . The No,rt~hwes'fern Pacific Railroad and P,etaluma River cross
fhe area:,.

Land use in the area is mixed';.; Us,es along'Pefaluma Blvd. are predominantly
comme'rcial and industr,ial iri nature. Shasfa Avenue and~Cinnab:ar Ave. (aka
B'eck Road and Marshall'Road), are':mixed~commercial: and :residential. The

balance of the land' is used',fo"r gr•azing arid is sparcely developed witli residential

The o'riginal application. for annexa:tion did not inc_lude 'the .entire, a~r.ea, encomp:assed
by this" proposal. In order to pr:omote, a more logic~al annexa-tiori .and •a1Tow„ f;or
proper proyision of Gity ser.eices and' aecess t'o the entire' area~, staff suggested
inclu'sion of numerous parcel-s along the east s.id,e of Petaluma Blvd. arid several
par,cels roughly bounded by'Lynch Creek, Washington Creek;and the Eetaluma ~-
