HomeMy WebLinkAboutPCDC Resolution 2006-21 11/06/2006RESOLUTION NO.2006-21 PETALUMA COMMUNITY DEVELOPMENT COMMISSION RESOLUTION ESTABLISHING A LIVING WAGE POLICY WHEREAS, the Petaluma Community Development Commission ("PCDC") has been designated as the official redevelopment agency in the City of Petaluma to carry out the functions and requirements of the Community Redevelopment Law of the State of California (Health and Safety Code Section 33000 et seq.); and, WHEREAS, the City Council of the City of Petaluma (the "City Council") originally approved and adopted the Redevelopment Plan for the Petaluma Central Business District Redevelopment Project Area ("CBD Project Area") by Ordinance 1221 N.C.S. on September 27, 1976, and subsequently amended such redevelopment plan by Ordinance 1973 N.C.S. adopted November 21, 1.994, Ordinance 2092 N.C.S. adopted July 21, 1999, Ordinance 21 16 N.C.S. adopted June 18, 2001, Ordinance 2184 N.C.S. adopted June 7, 2004; and Ordinance No. 2251, adopted September 18, 2006 (as so amended, the "CBD Plan"); and, WHEREAS, the City Council originally approved and adopted the Redevelopment Plan for the Petaluma Community Development Project (the "PCD Project Area") by Ordinance 1725 N.C.S. adopted on July 18, 1988, and subsequently amended such redevelopment plan by Ordinance 1972 N.C.S. adopted November 21: 1994, Ordinance 2100 N.C.S. adopted April 3, 2000, Ordinance 2183 N.C.S. adopted June 7, 2004: and Ordinance 2252, adopted September 18, 2006 (as so amended, the "PCD Plan"); and, WHEREAS, the Agency awards contracts and leases and provides financial aid and incentives to private parties to provide services to the public and to Agency in the furtherance of Agency's statutory duties; and, WHEREAS, the contracts, leases, financial aid and incentives provided by Agency are essential to carrying aut the statutory purposes of Agency to promote and protect the sound develcpment and redevelopment of blighted areas, to expand the supply of low- and moderate-income housing, to expand employment opportunities for jobless, underemployed and low-income persons and to provide an environment for the social: economic and psychological growth and well-being of all citizens; and: WHEREAS, payment of a living wage to employees of Agency and of certain. private businesses which receive contracts, leases, financial aid ar incentives from Agency will improve the quality and quantity of labor available to Agency and to those private businesses and thereby imprcve the quality of services provided to Agency and to the pubiic; and. WHEREAS, an improved quality of services provided to Agency and the public will further Agencys statutory purposes as stated above; and, WHEREAS, Agency has heard and considered the evidence presented to the Petaluma City Cor~ncil relating to Ordinance No. 2256 N,C.S., an Ordinance of the City of Petaluma Adding Chapter 2.70 fo the Municipal Code of the City of Petaluma, Establishing a Living Wage Requirement for Specified City Funded Contracts and City Employees. PC~G Resolution 2006-21 Page 1 NOW THEREFORE, BE IT RESOLVED by the Petaluma Community Development Commission that: 1. The Petaluma Community Development Commission ("Agency") hereby adopts the provisions of Ordinance No. 2256 N.C.S. as its own policy for activities assisted by the Agency. 2. This Resolution shall take effect upon the effective date of Ordinance No. 2256 N.C.S.
