CALL TO ORDER (07:00 pm) 2. ROLL CALL PRESENT: Diana Gomez, Bill Wolpert, Jocelyn Yeh Lin, and Richard Marzo. ABSENT: Gina Benedetti-Petnic, Jennifer Pierre, and Kathy Miller. 3. PUBLIC COMMENT The Committee will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Wolpert Commissioner Benedetti-Petnicjoined the meeting Katherine Bobrowski wanted to know the status of her request to add an item regarding the mobile home park to the City Council agenda. Chair Wolpert Planning Commission Meeting of October 28, 2014 Page 2 4. PRESENTATION S. COMMISSION COMMENT A. Council Liaison There was no council report. B. Pedestrian and Bicycle Advisory Committee Commissioner Lin had nothing new to report. C. Tree Advisory Committee Commissioner Benedetti-Petnic reported that the Tree Advisory Committee met on October 15th. She stated that the Center Park Landscape Plan is going through the process beyond the committee and has been presented to the Parks, Recreation and Music Commission where they have discussed the hardscape and landscape for Center Park. The Tree Committee has also been trying to organize Safeway and the retailers near Murphy Field. However, the Little League group has moved forward with their plan to redo the sidewalk without the commercial/retail component but with help from volunteers. They have asked the Tree Committee with help on contributing trees. The Committee is also looking ahead to Arbor Day for opportunities for planting more trees. There was also discussion about the loss of trees at the traffic circle at the south end of town. D. Other Commission Comment Chair Wolpert Chair Wolpert attended a symposium on the business of local energy sponsored by the Committee for Climate Action. He stated that there was a diversity of entrepreneurs that were local and from outside the county. Most were focused on the expected adoption of Sonoma Clean Power, giving options beyond PG&E for power. He was amazed at the breadth of businesses that were excited to start up in Sonoma County. For instance, software and new battery technology in different sizes and for charging different size vehicles. He saw many examples from outside the country that would be easy to adopt in Sonoma County. 6. STAFF COMMENT A. Planning Manager's Report Heather Hines gave her Manager's Report stating that the Keller Court Commons project was heard before the City Council who approved the map, environmental documents and two ordinances for a PUD and an historical landmark designation. The applicant has also submitted an application for SPAR review that will be coming before the Planning Commission in December. She also reminded the Commission that their November meeting will be on November 18th due to the Veteran's day holiday. There will be one meeting in December, on Planning Commission Meeting of October 28, 2014 Page 3 the second Tuesday on December 9th. Ms. Hines also announced that there will be an annual 1/2 day planning commissioner's conference in December at Sonoma State University featuring speakers on current topics. Ms. Hines will be emailing more details soon. Commissioner Benedetti-Petnic Ms. Hines Chair Wolpert Ms. Hines Chair Wolpert also mentioned that on October 27th, he attended the fourth meeting forthe Climate Action Plan. He stated that they are done gathering information and are beginning to formulate specific plans and objectives. The Symposium is seen by this group as a significant way to reduce overall greenhouse gases. 7. COMMUNICATIONS F-TWORMIR 8. APPROVAL OF MINUTES A. OLD BUSINESS A. Lynch Creek Plaza. Resolutions recommending denial of the proposed General Plan Amendment to modify General Plan Policy 4-P-12 and change land use designation to Mixed Use; Resolutions denying Zoning Map Amendment to rezone property to MU1B and Zoning Text Amendment to allow exceptions to Citywide drive-thru prohibition. PEP Housing has 13 properties and houses over 350 seniors in Petaluma. However, the need has not diminished. The waiting list for affordable senior housing has increased to over 2 years for regular PEP housing and 3 years for HUD -PEP housing. Ms. Stompe stated that she is concerned about the City changing their in -lieu fee requirements in the proposed housing element instead of requiring building actual units. She suggested that Petaluma require inclusionary housing to integrate neighborhoods, which the in -lieu fee does not promote. When an in -lieu fee is used, oftentimes the money is not used to build housing, but is used to fund non-profit agencies. Housing is needed now not when the funding is made available. For the past 2 years, PEP housing has been working with a developer to build affordable housing near SMART station. They are now reconsidering their options with the possible change to the Housing Element. PEP Housing feels that the City is giving up an opportunity to gain affordable housing units in a prime infill location in exchange for developer paid in -lieu fees.
