1. CALL TO ORDER (7:00 pm)

PRESENT:Richard Marzo, Jocelyn Yeh Lin, Bill Wolpert, Gina Benedetti-Petnic, Diana
Gomez, and Terry Kosewic.
ABSENT: Kathy Miller, Jennifer Pierre, and Kit Schlich.
3. PUBLIC COMMENT
The Committee will hear public comments only on matters over which it has jurisdiction. There
will be no Committee/Commission discussion or action. The Chair will allot no more than three
minutes to any individual. If more than three persons wish to speak, their time will be allotted
so that the total amount of time allocated to this agenda item will be 15 minutes.

5. COMMITTEE COMMENT

Council Member Kathy Miller was absent and no comments were made.
B. Pedestrian and Bicycle Advisory Committee
Commissioner Marzo had no report since PBAC had not met since the last Planning Commission
meeting.
C. Tree Advisory Committee
Commissioner Benedetti-Petnic reported that the Tree Advisory Committee met on August
20th and approved preliminary design for Center Park which will then be forwarded to the
Parks, Recreation and Arts Commission for approval. Plan topics include tree replanting;
streetwork on the North end of Center Park; utilizing public art and benches; and installing a
cigarette depository. This topic was controversial considering the park is a designated no
smoking area. Also discussed was the Keller Court Commons project and whether a large oak
slated for removal should be on the heritage tree list. There was also discussion about
implementing adequate provisions to ensure preservation of the remaining trees during
construction.

D. Other Commission comment
Chair Wolpert attended a Sonoma County Climate Action 2020 meeting where they discussed
strategies for meeting reductions in greenhouse gases. Members of the organization went
across the country to outreach to other cities to explore how other cities are controlling
greenhouse gases. The committee created an outline of specific strategies based on needs and
abilities including categories such as renewable energy; improved energy efficiency;
transportation and land use; and diversion of solid waste to landfills. They also discussed the
importance of tracking progress. The plan to reduce greenhouse gases by 25% below 1990
levels by 2015 is not obtainable, but significant steps can still be made by 2016. Wolpert stated
that each community within Sonoma County should have their own Climate Action Plan to
adopt and enact.

6. STAFF COMMENT
A. Planning Manager's Report
Planning Manager, Heather Hines reported that at the last City Council meeting the Addison
Ranch rezoning project was approved. Council also approved the first reading of Text
Amendments for Freeway Oriented Signs where they changed the tenant size threshhold from
20,000 sf to 8,000 sf to allow 18" letters and 20,000 sf and above would allow a 24" letter.
Council also reviewed and gave direction on the Rainier draft EIR and directed staff to move
forward with the Final EIR. At the October 6th meeting, there will be a second reading of the
Freeway Signs, the Keller Court Commons and Corona projects. Ms. Hines reported that the
Planning Commission has consistent agendas moving forward for the year, however, the first
meeting in November falls on Veteran's Day therefore there will be no meeting on 11/11. The
Commission's second meeting in November falls on Thanksgiving week. Ms. Hines proposed to
target a single meeting in November on 11/18. Ms. Hines stated that since the last Planning
Commission meeting, there was an earthquake in Napa which has resulted in a lot of historic
buildings being tagged for safety issues. M -Group staff has volunteered time to assist the City
of Napa in their inventory of damaged historic buildings. The City of Petaluma has generated a
list of unreinforced masonry buildings and all but three of the buildings have gone through
retrofit. One of the vacant buildings is the Silk Mill property. Staff has recently been approached
by a potential new owner with plans to retrofit, rehabilitate and occupy the building. Ms. Hines
also stated that the historic Bloom Tunstall House on the Cedar Grove site continues to be at
risk. The property owner has done everything that the City has asked but the property
continues to be vandalized and broken into. There has been staff discussion about an outreach
campaign to consider options to move building off the site to protect it.
