CALL TO ORDER (7:00 PM) 2. ROLL CALL PRESENT:Kathy Miller, Richard Marzo, Jennifer Pierre, Gina Benedetti-Petnic, and Terry Kosewic. ABSENT: Jocelyn Yeh Lin, Bill Wolpert, Diana Gomez, and Kit Schlich. 3. PUBLIC COMMENT The Committee will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. 4. PRESENTATION A. None. 5. COMMITTEE COMMENT A. Council Liaison Council Member Kathy Miller reported that at the 8/4/14 meeting, Council approved the Riverfront Mixed Use project zoning map amendment and adopted an ordinance relating to a Joint HCPC/Planning Commission Meeting of August 12, 2014 Page 2 sales tax ballot measure. There was a public hearing on Addison Ranch and Council adopted its Mitigated Negative Declaration and had a first reading of the zoning amendment. There was discussion about density and adding green features into the Addison Ranch project. There was also a special meeting on 8/11 on a motion to reconsider the Riverfront project regarding the grass vs. articifical turf issue. The motion for reconsideration was not approved by the Council. B. Pedestrian and Bicycle Advisory Committee Commissioner Richard Marzo stated that the PBAC meeting was cancelled in August due to lack of agenda items. C. Tree Advisory Committee Commissioner Benedetti-Petnic reported that the Tree Advisory Committee met in July. There has been ongoing progress in working with neighbors of Murphy Field to create a tree replacement committee and Tom Joynt has been reaching out to commercial neighbors. There was also discussion of tree replacement at Center Park. Currently, everything is in place to plant another tree. Topics, such as enhancements (i.e. benches), were included in the discussion. Chair Rod Scaccalosi has been volunteering time to develop schematics to help focus ideas. Decisions about the enhancements should be made by September. Planning Manager's Report Planning Manager Heather Hines reported that due to lack of agenda items for the August 26th Planning Commission meeting, the meeting will be cancelled. Vice Chair Pierre 7. Application also includes designation of the Lundholm/Patocchi House located at 200 West as a local historical landmark. Mr. Sabourin is in full support of this project. Ray Hendess, neighbor to project, believes that this is an excellent project. He stated that he was concerned about the last proposal but feels that this is a much better proposal with a good development. He stated that Jim Soules is easy to work with and is understanding. For example, Mr. Hendess didn't like the garbage shed's location and Mr. Soules moved it. Mr. Hendess stated that he is opposed to the pathway and feels that it's a bad idea. He is in favor of project. He stated that there was a lot of public tension in the late 1980's that included an investigation. He stated that for many years the public was told that the Rainier project was going to fix the downtown traffic however, the EIR states that it will provide access to parcels designated for development in the General Plan. He stated that the traffic component of the EIR must include developments along the west side of the freeway. Mr. Libchitz believes that the real purpose for this project is to inflate the value of worthless floodplain properties and that these properties should not be considered buildable due to the floodplains.
