CALL TO ORDER (07:01 PM) 2.. ROLL CALL PRESENT: Diana Gomez, Gina Benedetti-Petnic, Bill Wolpert, Jennifer Pierre, and Jocelyn Yeh Lin. ABSENT: Richard Marzo, and Kathy Miller. 3. PUBLIC COMMENT The Committee will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Wolpert 4. PRESENTATION A. None 5. COMMISSION COMMENT A. Council Liaison Planning Commission Meeting of May 27, 2014 Page 2 No Report B. Pedestrian and Bicycle Advisory Committee No Report C. Tree Advisory Committee Commissioner Benedetti-Petnic reported on the Tree Advisory Committee. The Committee met last week and reviewed progress that was made at Center Park with discussions on fencing, mulching and irrigation as well as the budget. There is money remaining from a couple of grants for downtown street trees for ongoing maintenance, such as irrigation. At the next meeting, there will be discussion about options for replacement of the removed tree. In meantime, there will be a lot of care to maintain the health of the exisitng trees that have been stressed. Also discussed was a proposal by a Neighborhood Association near Petaluma High School that has offered tree planting around the perimeter of Petaluma High to establish a nicer transition from campus to neighborhood. Two committee members walked the site to discuss types of trees and spacing. The neighborhood group is committed to maintaining the trees. The committee gave their final comments regarding their proposal. There was also a small, last minute Arbor Day event on the peninsula at the Petaluma River Heritage Center where a tree was planted. The Mayor attended with a proclamation. The Friends of the Petaluma River and River Heritage Center were delighted to be the recipients and welcomed the trees that needed a home. Planning Manager's Report Ms. Hines reported out that last week there was a public workshop on the topic of vacation rentals. It had over 60 people in attendance with lively discussion from a good mix of groups who were both opponents and proponents. There was discussion from different viewpoints that provided good feedback to work with to draft code language to be brought before the Planning Commission and Council. Tomorrow night, Katherine Reinhart will be giving a presentation at the library on the history and architecture of the D Street neighborhood. At the last Council meeting, Certified Local Government classification was discussed. The Council gave support to move forward to make code modifications on the HCPC makeup to apply to the State for certification. One of the requirements would be that the HCPC would have to be a separate body made up of people with historical and cultural experience, education, or interest. Planning Commission Meeting of May 27, 2014 Page 3 The first step would be to check with the community to see if there are qualified residents who would like to sit on the Board. Would start by contacting members of the Petaluma historic preservation community and start gauging interest. At the June 2nd meeting, Council will consider the Lynch Creek Plaza project and Scerri Appeal. Ms. Hines reminded the Commission that the June 10th meeting will be canceled and there will be a special meeting on lune 17th. Commissioner Benedetti-Petnic 7. COMMUNICATIONS A. None 8.
