W~IEREAS, the California Center for public Health Advocacy is working on a
campaign to promote Healthy Eating and Active Living (HEAL) in partnership with the League
of California Cities and others to encourage cities to promote strategic wellness policies; and
WI-~~ItEAS, in 2004, the League of California Cities adopted an annual conference
resolution to encourage cities to embrace policies that facilitate activities to promote healthier
lifestyles and communities; and
WI~EREAS, more than half of California's adults are overweight or obese and therefore
at risk for many chronic conditions including diabetes, heart disease, cancer, arthritis, stroke and
hypertension; and
WHEREAS, one in four youth between the ages of 9 and 16 in California is overweight,
putting them at greater risk for diseases linked to obesity; and
W~IE~AS, the annual cost of California - in medical bills, Workers' Compensation,
and lost productivity - for obesity and physical inactivity exceeds $41 billion; and
W~IEREAS, local land use policy governs development of the built environment in
which individuals make personal nutrition and physical activity choices; and
WI~EREAS, California Senate Bill 375 and Assembly Bill 32 call on cities to adopt
plans to reduce greenhouse gas emissions which include reducing vehicle miles traveled; and
WI-~ER~AS, the City of Petaluma is committed to reducing greenhouse gas emission
through a variety of sustainability programs and policies; and
W~IEREAS, the City of Petaluma has supported healthy and active lifestyle choices
through programs, policies and land use decisions such as connectivity between residential

neighborhoods and schools, plans for walkable and bike friendly neighborhoods, and a
comprehensive park and trail system.
NOW, 'I'~IE~FORE, BE IT R.ESOLVEI) that the Petaluma City Council supports
participation in statewide, regional and local programs to support and invest in our resident's
health and wellness and embraces policies and programs that create comprehensive community
wellness.
Under the power and authority conferred upon this Council by the Charter of said City.
