SUBJECT: Resolution Authorizing the Unfreezing of Two'Firefighter Paramedic Positions
RECOlVIN1ENI)A'I'ION:
It is .recommended that the City Council adopt the attached resolution authorizing the unfreezing
of two Firefighter Paramedic positions.
BAC'I£GROUND:
To bring General Fund expenditures into line with revenues in the fiscal year 2008-09 budget,
the City Council adopted -Resolution No. 2008-186 N.C.S, effective October 6, 2008 that froze
two vacant Firefighter Paramedic positions along with other reorganization, layoff, and freezing
of positions. City Council approval is required to reinstate frozen positions.
DISCUSSION:
The City of Petaluma Fire Department has been awarded. a Department of Homeland Security
(DHS), Federal Emergency Management Agency (FEMA) Staffing for Adequate .Fire and
Emergency Response (SAFER) Program Grant in the amount of $1,230,180 to hire six
Firefighter Paramedics. To .utilize the grant monies and hire six Firefighter Paramedics the City
Manager is requesting the City Council approve the unfreezing of two Firefighter Paramedic
positions. With the funding of the grant and unfreezing ofthe two Firefighter Paramedic
positions, the City can proceed to hire six Firefighter Paramedics.
FINANCIAL" IMPACTS:
Unfreezing the two Firefighter Paramedic positions will enable the City to proceed and hire
employees in'the positions. The positions will be funded from the DHS, FElV1A, ;SAFER
Program Granf.~ 'Therefore there is no financial impact in approval of-the resolution.

AUTHORIZING THE UNFREEZING OF
TWO FIREFIGHTER PARAMEDIC POSITIONS
WHEREAS, to bring.anticipated General Fund' expenditures into line with revenues in
the fiscal year 2008-09 budget the City Council of the City of,Petaluma authorized the
reorganization, .layoff, and/or freezing of positions, by adopting Resolution No. 2008-186
N.C.S., effective October 6, 2008; ("Author-izing Reorganization, Layoffs, and/or Freezing
Vacancies in the Following General Fund Positions for Fiscal-Year 2008-09 Due to Lack of
Funds and Considering Contracting and/or Subcontracting Work for Labor Cost-Control
Reasons: One Recreation Coordinator; One Office Assistant II; One Shelter Assistant; Six Police
Officers; One Police Lieutenant; One Public Safety Communications Manger; One Fire
Inspector; Two Firefighters/Paramedics; One Assistant in Civil Engineering; Two Maintenance
Workers II; One Traffic Signal/Street Light Technician; One Maintenance Worker III; One.
Custodial Supervisor; Three Custodians; One Accounting Technician; One Traffic Engineer;
One Public Works Inspector II "); and,
WHEREAS, two Firefighter Paramedic positions are currently frozen and City Council
approval is required to unfreeze the positions; and,
WHEREAS, the City of Petaluma Fire Department has been awarded a Department of

WHEREAS, in order to utilize the grant monies and hire six Firefighter Paramedics the
two Firefighter Paramedic positions must be authorized; and
WHEREAS, with the funding of the grant and unfreezing of the two Firefighter
Paramedics positions the said :positions can be filled; and,
NOW, THEREFORE', BE IT RESOLVED that the City Council of the City of
Petaluma does hereby authorize the unfreezing of two Firefighter Paramedic positions.
