Recycling Facilit-y 'for Fiscal Year,2010/11 and Authorizing the City Manager to
Sign the Contract on Behalf ofthe City

It is recommended that the City Council adopt the, attached Resolution accepting bids and
awarding, a contract to the lowest responsible bidder for furnishing cat-ionic polymers for use at
the Ellis Creek Water Recycling Facility for fiscal year 2010/11 and authorizing the City
Manager to execute appropriate agreements and purchase orders.
BACKGROUND
Cat-ionic polymers are used at the Ellis Creek Water,Recycling Facility to thicken waste
activated sludge ,and to further dewater biosolids. The solids' stabilization and handling processes
require long chained carbon molecules with 'a polyacrylamde backbone that is highly charged to
cause the water to fall away-from the biosolids making :a product that -looks a lot like soil. The

City recycles 100 /o of the b`ioso'lds generated. In the winter montlis the biosolids are used to
amend soil used to build landfill cells and in the summer it is used to augment farm fields with
nutrients. The polymer cost,_for the 191.,000 pounds approximated use, corresponds to the
dosage required to achieve EPA required total solids for hauling to these applications. The
polymers proposed bythe lowest responsible bidders are evaluated to determine the overall cost
effectiveness: Invitation to, bid was sent to six chemical companies on June 16, 2010. Sealed
bids were opened on June °30, 2010 at the City Cl'erk's office.
A Bid .Summary, which lists all the bidders and bids for each polymer is ,shown in Table 1.
below.

After°review of the bids, it is recommended "to award a contract. to the following lowest
responsible bidder for the cat-ionic polymers listed and the prices indicated:

FINANC>(AL IMPACTS
The FY 2010/11 wastewater,operating budget for chemicals is $542;500 (6600-66700-5.3020),
and the un-encumbered balance is $286;761. Based on the bids received the anticipated cost for
eat-ionic .polymers for FY 201,0/11 is $206,280. The`bids are within the available account
balance, and as well, are under the estimated budget of $2'08',000 for'these two applications

WHEREAS, the City of Petaluma uses eat-ionic polymers in its operation.of the Ellis Creek
Water Recycling Facility; and
WHEREAS, the City of Petaluma conducted a competitive bid process for purchase ofcat-ionic
polymers for the Fiscal Year 2010/2011; and.
WHEREAS, the City of Petaluma bid the cat-ionic .polymers on June 16, 2010, and three (3)
bids were received and opened in accordance with applicable law on June 30, 2010; and
WHEREAS, the lowest responsive bids for the cat-ionic polymers to be purchased by the City
of Petaluma were:
A. Jenfitch LLC, .for WE-930 or Approved Equal
B. Jenfitch LLC, for C=.6228 or Approved Equal
WHEREAS, the. City of Petaluma is entitled to purchase cat-ionic polymers from the low bidder
at the bid price stated; and
NOW THEREFORE BE IT~ ~SOI~VEID that the City Council o~f the City of Petaluma
hereby:
1. Awards a contract to J'enfitch,LLC for furnishing eat-ionic polymers for use in the
operation of the City of Petaluma. E1'lis ,Creek Water Recycling Facility for the Fiscal
Year-20.10-2011 to Jenfitch LLC, the lowest responsible bidder, conditioned upon timely
execution. of the contract contained in the bid package; provision of technical
specifications. and submission of all other information and documents required by the bid
package at the following rates and total not-to-exceed amounts:
a. Jenfitch LLC, for WE-930 or Approved Equal, $1.08/pound, and not to exceed
$154,440.
b. Jenfitch LLC, for C-6228 or Approved Equal, $1.08/pound, and not to exceed
$51,840
