BACKGROUND The `C' Street pump station is located on the west bank of the Petaluma River, near the intersection of First and C Streets (see attached location map). The station pumps wastewater from the southwest basin ofthe community underneath the river to a gravity sewer line, which flows to the City's Pond Influent Pump Station at Hopper Street where it is pumped to the Ellis Creek Water Recycling Facility. This critical pump station is not operating at an acceptable level of service and does not meet,the system needs. Structural, mechanical, and electrical improvements are necessary to meet flow capacity, reliability, safety, maintenance requirements and reduce the likelihood of damage from flooding during winter storms. The project upgrades include structural concrete demolition and construction; dry well sump construction; monorail beam and hoist; ventilation supply and discharge fans; odor control unit; force main'tie-in connection; bypass pumping during construction; emergency pump suction piping; standby generator; electrical equipment; instrumentation and controls, including alarms and Supervisory Control and Data Acquisition (SCADA) system; relocation of PG&E transformer; and "architectural improvements to compliment. the Downtown Historic District including horizontal siding and architectural metal roofing. This project received administrative SPARC approval. in August of2005: Following meetings and communication'with the neighboring property/ business owner in 2009, architectural changes and sidewalk improvements were proposed. Staff resubmitted' aSPARC application in August of 2009 and received :approval. Staff has been in contact with the adjacent businesses during design and will continue to work with them to minimize disruption during the construction period. Agenda Review: Dept. Director City Attorney Finance Director City Manag The existing fishing pier at theaerminus of `C' street is unusable at this tune: It was condemned and partially demolished. In cooperation with. the Parks .and Recreation Department and the Petaluma Kiwanis' Club, WRC staff has included removal of the pier's deteriorated wood planking, railings and wire in this project.. The Kiwanis Club has indicted interest and willingness to work with the City to rebuild the structure upon completion of the Pump Station project. In addition, the G. Roland Bond Memorial stone and plaque has been removed from the site to a secure location and will be re-installed by the Kiwanis Club when the pier is rebuilt. DISCUSSION The Notice Inviting Bids was issued on June 10, 2010. On July 14, 2010, 3 bids were received as follows: Name of Bidder Bid Total Pacific Infrastructure Corp. $2,305,000 Lowest Responsible Bidder Valentine Corp. $2,339,379 Pacific Mechanical Corp. $2,422,600 Engineer's Estimate $2,397,000 Pacific Infrastructure Corp. has performed similar projects for the Oro Loma Sanitary District and the East Bay Dischargers Authority.. Background cheeks conducted with both of these organizations netted positive reviews. Staff also verified that Pacific Infrastructure Corp. possesses a valid Class A California Contractor's License, license number 799927, which expires on 10/31/11, which qualifies Pacific Infrastructure Corp. to perform the work. Procurement of materials and equipment is scheduled to begin in September 2010 (specific equipment has a 6-month manufacture lead time). Construction is scheduled to begin in April 2011 and be completed in November 2011. O. 000500205 WHEREAS, City staff, working with Dodson Psomas, has prepared construction bid documents and advertised for construction of this Project; and WIEIEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on June 10, 2010, and three (3) bids were received and opened on July 14, 2010 in accordance with applicable law; and WHEREAS, the lowest bid for the Project was submitted by Pacific Infrastructure Corporation (PIC) from Pleasanton, CA for $2,305,000; and WHEREAS, staff has determined that PIC'~s bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that;,-PIC.possesses a valid California Contractor's License, Class A, number 799927 that qualifies PIC to perform the Project; and WHEREAS, the Project. is categorically exempt pursuant,to California Environmental Quality Act ("CEQA") and Title 14,.the California Code of Regulations ("CEQA Guidelines"), Section 15301, because the project consistsofrehabilitation of existing structures, facilities, or mechanical equipment involving negligible or no expansion an existing use. NOW, TI3EREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives any and all non- conformance in the bid of PIC for the `C' Street Pump Station Upgrade, Project No. 000500205, finds the bid of $2,305,000 to be the- lowest; responsive bid and further finds that PIC is the lowest responsible bidder. 2. Awards the contract for the `C' Street Pump Station Upgrade, Project No. 000500205 to PIC, in the amount of $2,305,000, the amount of the lowest responsive bid, conditioned on PIC's timely executing the project contract and submitting 'all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. ' 3. The CityManager and/or his designee is hereby authorized to execute on behalf of the City of Petaluma amendments to the contract, so long as such amendments in the aggregate do not. increase the original contract not-to-exceed amount by more than $338,000. 4.
