DATE: August 2, 20f0 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Vincent Marengo, Director of Public Works SUBJECT: Resolution Approving the Final Map for the Quarry Heights Subdivision Located at 1600 Petaluma Boulevard South .RECOMMENDATION: It is recommended that the City Council adopt the attached resolution-approving the final map for the Quarry Heights Subduision~located at 1600 Petaluma Boulevard South. BACKGROUND: The Quarry Heights Subdivision is a 272-lot subdivision Located on a 46.78-acre parcel at 1600 Petaluma Boulevard South, the site of the former Dutra Quarry. The developer is KB Home, Northern California. On June 6, 2005, the City Council approved Resolution 2005 '086, the vesting tentative map for the project. Subsequently, the site'plan was modified at the direction of"the Site Plan and Architectural Review Committee (SPARC). The alterations. included amending home architecture, sizes and footprint layout. Additionally, the number of proposed lots was decreased from 274 to 272. On November 20, 2006, the City Council approved Resolution 2006-196 confirming that the above changes and amended site. development plan for the Quarry Heights Subdivision substantially conform to the 2005 vesting. tentative map. The. project site and street frontage along Petaluma Boulevard South were ,annexed into the City in July of 2006. In order to develop the site, [he :applicant was required to prepare and implement a reclamation plan in accordance with the requirements of the State Department of Conservation, Office of Mine Reclamation. Th'e City of ~Petaluma.and County of Sonoma entered into a memorandum of understanding establishing the County of Sonoma as the lead agency for this process, in that. the County has qualif ed ~ "taff and established processes for mine reclamation projects. City staff remained closely involved throughout the reclamation process by:monitoring construction progress; 'obtain'ingpnoject status and inspection reports, and observing compaction results of the p rea. The. reclamation work for the southern parcel was completed in July of 2007. In p' ' r of 2007, Public Works staff'received a final completion letter from the State Office of See tembe Mine Reclamation that the southern parcel reclamation work had been completed in accordance Agenda. The northern parcel, which is the site located between the Petaluma River acid Petaluma Boulevard South, has not `been reclaimed and` is not part of this final map or project, with the exception of the new driveway for the existing Caltrans maintenance facility. The former applicant, Lomas Development LLC, provided the City with a $250;000 cash deposit to secure annexation of the north parcel. City staff is not actively working on the north parcel .annexation at this time. There has been recent indication from Lomas Development LLC that a development application for the north parcel site is forthcoming. Staff has been tracking settlement data throughout the life of the project and has received a final settlement report, dated May 19, 2010, from the project Geotechnical Engineer. The results of the report indicate that the settlement in the deep fill area has stabilized and that any future settlement should be within generally accepted geotechnical engineering practices: On September 10, 2007, City Council authorized the developer to commence rough grading of the site prior to final map approval. During this time, staff has been working with the applicant to finalize the final map and construction documents. In early July of 2010, the developer re- commenced rough grading activities and joint trench construction work at the site. DISCUSSION: The project access on Petaluma Boulevard. South has been modified from a traffic signal to a roundabout. There are several reasons for this, listed below, all of which are benefits. The modification is in substantial conformance with the vesting tentative map Condition of Approval number nine, which required a signalized intersection. 1. The roundabout forces constant traffic calming on a known, high speed section of Petaluma Blvd. South, In turn, this provides a safer intersection and roadway segment. 2. The roundabout allows trees and other landscaping elements to be installed in the center of the intersection. 3. The roundabout could be, considered a southwestern gateway treatment, in accordance with the City's General Plan. 4. The City's future maintenance liability is reduced because there would be no need for traffic signal equipment. 5. There is no need to provide electricity to the roundabout, as would be the case with a traffic signal. 6. Air pollution is reduced because there is minimal idling within a roundabout. 7. There is less impervious area needed and created. The roundabout has been designed to accommodate a multi lane facility, if warranted by future vehicular volumes, but will be built as a one lane roundabout similar to other locations currently in Petaluma. The engineering design details of the roundabout have been reviewed and approved by staff. Additionally, the applicant's design has been peer reviewed by a Traffic Engineering .firm specializing in roundabouts. The TAC formed asub-committee to work. with City staff and the applicant on the landscape and engineering details. At its. June 1.6, 20~1~0~ meeting, the ~TAC forrilally recommended sycamore trees for the median and sidewalk; planting, as well as howhall trees for within the roundabout. „u KB Home. is requesting final map; approval for the project.: The f nal map, improvement plans and landscape plans have been designed to :comply with all conditions of approval set forth in the vesting tentative map approval resolution, other project, relatedlegislation as well as all pertinent City standards and policies. Section 66458(a) of the -State Subdivision Map Act states: that the .City Council shall approve a final map if it conforms to all the requirements of the map act aril the local subdivision ordinance applicable at the time, of approval or conditional approval of the tentative map and any 'rulings made thereunder. If'the final,niiap,does not conform,. the City Council shall disapprove the map. ,.. VicinityMap 3 ATY~iC1~inAE~VT 1 RESOliUTIO TIIE FINAL M N APPROVING AP FOR THE QUARRY HEIGHTS SUBDIVISION LOCATED AT 1600 PETALUMA BOULEVARD SOUTH WHEREAS, the Planning Director and the City Engineer have reviewed the final map of the Quarry Heights Subdivision, and have reported it to be in conformity with the Subdivision Ordinance, and such reports have been forwarded to and reviewed by this Council; and WHEREAS, the certifications required bylaw have been endorsed on said map; and WHEREAS, this Council finds that the final map conforms to the requirements of this City's Subdivision Ordinance and is consistent with, and conforms to the general plan for the area; and WHEREAS, this Council finds the final map is.in substantial compliance with the vesting tentative map previously approved for the subdivision by Resolution No. 2005-086 N.C.S., and Resolution No. 2006-196 N.C.S., the findings of which are hereby incorporated by this reference as if fully set forth herein. NOW, THEREF®RE, BE IT RESOLVED; 1. That said final map of the Quarry Heights Subdivision is hereby approved, provided that the conditions, which have been previously set forth' in said Resolution No. 2005-086 N.C.S., and Resolution N'o. 2006-196 N.C.S., incorporated 'herein by reference, shall be carried out; and 2. That upon execution of the .Subdivision Public Improvements .Agreement in the form approved by the City Attorney, and the furnishing of the required improvement security and insurance, approved as to form by the City Attorney and as to sufficiency by the City Manager, the City Clerk is hereby authorized and directed to sign the certificate on said final map certifying that the City Council has approved the: same and accepted all streets and other dedications thereon.
